To succeed in this role, you will:

  • Provide senior strategic and tactical technical leadership in the planning and execution of a portfolio of complex projects and initiatives while balancing timelines, resources, and budgets.
  • Manage digital business transformation and promote broader use of data horizontally across Ministries aligned with the Digital Government direction through advancing modern technologies.
  • Direct and oversee the development of innovative solutions on start-up, proof of concept, or pilot scales based on emerging technologies or concepts to address the transforming business needs of business partners. Direct and oversee the management and enhancement of existing solutions to support business continuity and evolving business needs.
  • Develop partnerships and consult with stakeholders/clients to provide advice, promote understanding, devise I&IT strategies, and manage I&IT initiatives that support their business needs.
  • Build organizational capacity through effective human resources development by authorizing recruitment activities, labour relations management, talent management, organizational design, and succession planning.

Meet Your New Team

You will join the Public Health I&IT Solutions Branch within the Health Services Cluster at Government Information Technology Ontario (GovTechON). Our team is responsible for developing, maintaining, and modernizing digital solutions that support public health services across the province.

We work on initiatives such as:

  • Managing ministry-supported public health technology solutions to support Ontario's immunization program (e.g. school) including COVID-19, case and contact management and outbreak response, dental and inspections programs.
  • Developing an integrated action plan on a comprehensive combination of interconnected IT digital products and infrastructure across the scope of public health practice, which also interface with broader health sector digital health assets.

In this role, you will report to the Head of the Public Health I&IT Solutions Branch. You'll lead a multidisciplinary team of around 12 full time staff and additional fee-for-service staff with diverse skillsets, collaborating across ministries and agency partners to drive change and deliver impact.

What you bring to the team
Leadership and People Management
  • Demonstrate the leadership behaviours, attributes and mindsets for leaders, across the organization, to lead the OPS into the future and deliver our vision.
  • Technical leadership experience and the ability to inspire, engage, motivate, develop, and mentor staff to deliver on results.
  • A collaborative leader and have incorporated the principles of diversity, inclusion, and anti-racism across all elements of your management style.
  • Demonstrate good judgement, political acuity, and organizational awareness in managing issues and priorities.
  • Leadership experience in working in Agile development and in product-centric models of delivery.
  • Demonstrated success in fostering an environment of continuous improvement, creativity, and excellence.
Technical Expertise and Specialized Knowledge
  • Hands-on leadership experience with product management and/or solution development utilizing open-source tools for containerization, platform-as-a-service (PaaS), software-as-a-service (SaaS), infrastructure-as-a-service (IaaS), cloud and other related technologies, and development tools such as Red Hat OpenShift, Docker, Kubernetes, Prometheus, or similar.
  • Recent experience leading product development teams utilizing programming languages, API technologies, platforms, and standards such as Java, J2EE and associated frameworks, WebSphere Liberty, JavaScript, JSF, Node.js, REST, SOAP, OAuth2, Angular, DataPower, or similar.
  • Knowledge of policies, standards, and processes governing I&IT application development, deployment, and maintenance, to develop and prioritize complex strategic technology implementation and client program delivery plans, with preference for healthcare-specific interoperability standards and platforms such as HL7 FHIR and simplifier.net.
  • Knowledge and expertise in product and program management principles and methodologies to manage the delivery of products as well as program plans, initiatives, and goals.
  • Knowledge of principles, best practices, trends, and issues in contemporary I&IT business solutions design and Agile development, and multi-disciplinary digital approaches to manage and integrate portfolio I&IT plans and projects.
  • Experience with business modeling and problem-solving approaches and can provide business and technical expertise to clients and staff.
Strategic Planning and Change Management
  • Proven success and flexibility in leading technology teams through Agile and hybrid product delivery and architecture principles, DevOps best practices, technology roadmap guidance, governance, operational support, and risk assessment and mitigations.
  • Experience setting operational plans to establish goals and objectives within an environment of changing priorities and demands.
  • Experience in driving transformational change and addressing opportunities for modernization/continuous improvement to promote operational efficiency.
  • Excellent analytical and strategic thinking skills to provide technical and tactical advice.
  • Superior strategic planning skills to provide expertise and mitigation strategies on challenges/issues.
Relationship Management and Communication
  • Demonstrated ability to build and maintain productive working relationships across teams and organizational levels to support collaboration, manage expectations, and achieve shared priorities.
  • Effective verbal and written communication skills to prepare and deliver presentations, executive briefings, and complex information in a clear and accessible manner.
  • Experience influencing and negotiating with partners and stakeholders to develop collaborative approaches to complex issues.
  • Ability to explain technical concepts, present options and recommendations for digital enhancements, and engage business clients, management, and executives in informed decision-making.
