Senior IT Strategy Consultant – Public Sector IT Operating Model (Remote, Part-Time)

Job Description :

We are seeking a Senior IT Strategy Consultant with proven experience developing Target IT Operating Models (TOMs) for public-sector or municipal organizations. This is a remote, part-time consulting engagement planned for late June to late September 2025 , with an estimated 10–15 hours per week .

You will act as the lead strategic advisor on a high-impact consulting project focused on optimizing the IT function for a mid-sized public-sector organization. The project includes analyzing the current state, defining a future-state operating model, designing a sourcing strategy, and developing a phased implementation roadmap.

• Design a Target IT Operating Model covering structure, capabilities, governance, and service delivery
• Review internal IT and staffing assessments provided by the client
• Participate in virtual stakeholder consultations and workshops
• Define sourcing strategies (in-house, outsourced, shared services, hybrid)
• Develop KPIs, performance measurement frameworks, and monitoring tools
• Build a practical, phased implementation roadmap with risk mitigation strategies
• Collaborate with a supporting analyst and Lucent’s project lead
• 10+ years in IT strategy, IT management consulting, or enterprise architecture
• Demonstrated success designing IT operating models in municipal or public-sector environments
• Working knowledge of ITIL , COBIT , or similar service management frameworks
• Strong experience with sourcing strategy, organizational design, and KPI definition
• Excellent communication and stakeholder facilitation skills
• Proven ability to deliver reports, frameworks, and strategic documentation remotely
• Availability for ~10–15 hours / week from late June to end of September 2025
• Experience with municipalities or regional / local governments in Canada
• Located in Canada (Alberta preferred, but not required)
• Part-time : ~10–15 hours / week
• Duration : ~14 weeks
• Remote (Canada-based preferred); limited onsite flexibility may be beneficial but not required. Preference will be given to candidates based in Alberta , especially near Edmonton or Leduc , or those open to occasional self-funded travel for stakeholder sessions.
• Hourly rate : $120–$150 CAD (based on experience)
• You will be presented in our proposal as the lead consultant; if awarded, the project will be executed under Lucent Technology’s direction , with deliverables provided directly to the client
