About the Role

We are seeking an experienced Senior Human Resources Staffing Consultant to support a federal government department with staffing, recruitment, and HR policy advisory services. The ideal candidate will bring deep expertise in federal HR practices, staffing frameworks, and the use of PeopleSoft within the Government of Canada. This is a strategic role that requires both advisory and hands-on execution to support managers and HR teams through the staffing and recruitment process.

Key Responsibilities
  • Develop and implement staffing and resourcing strategies aligned with organizational priorities.
  • Provide advice and guidance to managers on HR policies, staffing mechanisms, and recruitment approaches.
  • Support the preparation and execution of staffing processes, including statement of merit criteria, assessment tools, advertisements, and candidate evaluations.
  • Advise on organizational workforce strategies, including Employment Equity, Official Languages, and Diversity considerations.
  • Conduct demographic analysis and provide recommendations to address staffing challenges.
  • Extend job offers, assist in establishing starting salaries, and ensure compliance with federal HR policies.
  • Draft and prepare staffing reports, documentation, and recommendations.
  • Collaborate with HR Advisors and hiring managers to ensure efficient, fair, and transparent staffing processes.
  • Provide subject-matter expertise on the effective use of PeopleSoft HRMS for staffing and HR planning.
Qualifications

Mandatory :

  • Minimum 10 years’ experience within the past 15 years providing HR advisory services in the federal public service (as a senior HR advisor or HR manager).
  • Minimum 5 years’ experience within the past 10 years using PeopleSoft HRMS in a federal government environment.

Additional Assets (Right-Fit Considerations) :

  • Specialized HR education or additional HR certifications (e.g., CHRP / CHRL).
  • Experience developing and advising on HR policies, recruitment strategies, and staffing plans.
  • Strong knowledge of federal government HR processes, staffing policies, and organizational planning frameworks.
  • Proficiency in both official languages (English and French).
  • Strong communication, facilitation, and stakeholder management skills.
