The Ministry of Affordability and Utilities is looking for a Senior Financial Reporting Analyst.

Senior Financial Reporting Analyst

Reporting to the Manager of Financial Reporting and Assurance, who is responsible forThis position plays playing a lead role in the preparation of financial reporting and in providing financial quality assurance for the Ministry of Affordability and Utilities. This analytical position has a significant impact on the quality of the Ministry's financial information and the overall satisfaction of clients and stakeholders (auditors, and senior officials), key contracts for the Government of Alberta (GOA).

Key Responsibilities:

  • Preparing working papers, financial statements, notes and schedules for quarterly and annual reporting for the Ministry and related entities.
  • Supporting the design, review, and implementation of reconciliations of ledgers/systems.
  • Leading assigned Ministry financial projects and reviewing the work of others in Financial Services Branch.
  • Play a lead role on cross-government financial reporting and assurance teams.
  • Identifying, recommending and implementing required modifications to Ministry financial controls, policies, procedures and guidelines to ensure compliance with applicable legislation,
  • Supporting the preparation of timely and accurate financial information, responding to Access to Information Act requests and public disclosure requirements, and ensuring a high degree of financial accountability and control in the ministry for accounting and reporting policies.
  • Designs financial systems and processes required to support reporting requirements.
  • Examining, analyzing and interpreting complex financial data and making recommendations for improvements to enhance the reliability of information in the financial statements.

  • The success of the position relies on building collaborate environments. The position will work closely with Financial and Budget Analysts and program areas.

Agility:

  • The Senior Financial Reporting Analyst must adapt quickly to changing processes and reporting requirements communicated by the Office of the Controller.

Systems Thinking:

  • The Senior Financial Reporting Analyst must understand how the outputs from different operations impact programs and reporting requirements across the department.


Drive for Results:

  • The position will focus on achieving goals such as completing reporting requirements within a prescribed time frame.

Creative Problem Solving:

  • The position is required to take a leadership role for departmental working papers, journal entries, and financial statement preparation.
Qualifications

Required:

  • University degree in a related field plus five years progressively responsible related experience. Equivalences maybe considered.
  • A related diploma plus seven years directly related experience.


Assets:

  • Professional accounting designation (CPA) is considered an asset.
  • Experience and in-depth knowledge of Generally Accepted Accounting Principles (GAAP), Generally Accepting Auditing Standards (GAAS) and Public Sector Accounting Standards (PSAS).
  • Experience and knowledge of business concepts and practices as they relate to departmental activities.
  • Ability to interpret government and departmental financial legislation, regulations and policies - Financial Administration Act, Government Organization Act and corporate accounting policies.
  • Extensive experience using large financial reporting systems (e.g. 1GX/SAP financial applications (general ledger, accounts payable, purchasing, etc.) or other similar financial applications].
  • Proficiency in the use of financial software (e.g. Excel, SAP/1GX, etc.)
  • Supervisory experience.
