Job summary

The Department of Health and Social Services in the Northwest Territories seeks a Senior Financial Analyst to monitor, report and advise on an annual operating budget exceeding $550 million and a capital budget around $60 million. You will work with senior managers, Authority Directors of Finance and GNWT staff to ensure resources align with program needs and policy priorities.

Qualifications

  • Bachelor's degree in a financial field with 3 years related experience.
  • Diploma in Accounting/Finance/Commerce with 4 years related experience.
  • Undergraduate degree + CPA Core Modules with 4 years related experience.
  • Undergraduate degree + CPA designation (or CPA/CFA) with 2 years related experience.
  • Leading complex financial analysis and recommendations to management.
  • Preparing, analyzing and presenting financial statements and reports.
  • Budget development, monitoring, forecasting and variance analysis.
  • Financial modelling and business case development.
  • Providing strategic financial advice to senior management.
  • Financial management within government/public sector/healthcare.

Job description

The Department of Health and Social Services works under the direction of the Minister and Deputy Minister, in partnership with the Health and Social Services Authorities, to support the health and wellbeing of people across the NWT through planning, development, evaluation and reporting on program and service delivery.

Job Information

The Senior Financial Analyst monitors, reports and provides expert financial advice on an annual operating budget of over $550 million and a capital budget of about $60 million per year. This position evaluates the financial position across a variety of programs and provides analysis and advice on financial submissions to FMB to ensure appropriate resource allocation. The Senior Financial Analyst works closely with the Department's senior managers, Authorities' Directors of Finance, and other GNWT personnel to provide financial analysis and make sure recommendations take into consideration the unique operational requirements of the complex HSS system.

Key Responsibilities
  • Provides various technical financial analysis to support the Department in making sound business decisions.
  • Prepares detailed technical and financial analysis of the Health and Social Services Authorities performance.
  • Provides technical financialsupport to assist in the delivery of departmental programs.
  • Monitors Authority compliance with FMB direction and other governing instruments related to strategic financial planning, resource allocation, financial management and budget management.
  • Monitors and makes recommendations on Authority chart of accounts in accordance with the Canadian Institute of Health Information (CIHI).
  • Conducts analysis and costing to inform requests to the Financial Management Board for funding to operationalize all new andrenovated health and social services facilities in the Territory.
Key Qualifications
  • A bachelor¿s degree in a financial field and three (3) years of related experience.
  • Equivalencies may include:
  • A post-secondary diploma in Accounting, Finance, Commerce, Business Administration, Economics, or a related field, combined with four (4) years of directly related experience.
  • An undergraduate degree combined with successful completion of the Chartered Professional Accountant (CPA) Professional Education Program Core Modules and current enrollment in the Elective Modules, combined with four (4) years of directly related experience.
  • An undergraduate degree combined with a recognized professional accounting or finance designation (e.g., CPA, CFA), and two (2) years of directly related experience.
  • Related experience may include:
  • Leading complex financial analysis and providing recommendations to management.
  • Preparing, analyzing, and presenting financial statements and financial reports.
  • Budget development, monitoring, forecasting, and variance analysis.
  • Financial modelling and business case development.
  • Providing strategic financial advice to senior management.
  • Financial management within a government, public-sector, healthcare, or large organizational environment.
