The Department of Education, Culture and Employment (ECE) provides the residents of the Northwest Territories with access to quality programs, services and support to assist them in making informed and productive choices for themselves and their families with regard to education, training, careers, employment and labour, child development, languages, culture and heritage.
Reporting to the Regional Superintendent and located in Norman Wells, the Regional Manager, Income Security Programs (Regional Manager) is responsible for the overall delivery of Income Assistance and Senior Home Heating Subsidy programs across five communities in the Sahtu Region. These programs support Northwest Territories (NWT) residents in meeting their financial needs while maintaining their health and dignity. The Regional Manager directly supervises community-based Client Navigators (Navigators) and provides leadership and direction to Income Security Programs staff working in both the regional office and remote communities, where staff may support clients experiencing complex or difficult circumstances.
The position holds a statutory appointment under the Social Assistance Act and is responsible for ensuring programs and services are delivered in accordance with NWT legislation, policies, guidelines, established procedures and service standards. The position is responsible for program and service delivery, client relations, financial and program administration, monitoring service standards, supporting staff and managing community relationships associated with program delivery. The position also works in an unregulated environment that is guided by program guidelines and broad direction from the Legislative Assembly. The Regional Manager must balance consistent application of program requirements with sensitivity to the needs of both clients and staff.
KNOWLEDGE, SKILLS AND ABILITIES
Typically, the above qualifications would be attained by:
A bachelor¿s degree in a relevant discipline and three (3) years of directly related experience in the implementation and delivery of Income Security Related Programs, and one (1) year of proven supervisory experience.
ADDITIONAL REQUIREMENTS
The incumbent must be able to successfully complete the Income Security Statutory Training and CMAS Training within an established timeframe (1-3 months).
