Job summary

Head Hunter Workforce Solutions is seeking a Senior Estimator/Project Manager to lead the bid, tender, and execution phases for large-scale heavy civil projects. We're seeking a highly experienced Senior Estimator / Project Manager to join a well-established and growing organization in the heavy civil construction industry.

This is a senior-level, hands-on role responsible for managing the complete project lifecycle — from identifying opportunities and preparing competitive bids to overseeing execution and successful delivery. This position offers the opportunity to work on complex infrastructure projects including earthworks, road reconstruction, sewer & watermain, bridge work, and site development.

Position Overview

The Senior Estimator / Project Manager plays a critical role in both pre-construction and operations. You will lead the estimating process, develop accurate and competitive tenders, and transition seamlessly into managing awarded projects.Success in this role requires strong technical expertise, financial acumen, and the ability to coordinate with multiple stakeholders while ensuring projects are delivered safely, on time, and within budget.

Key Responsibilities
  • Identify and evaluate upcoming bid opportunities through market awareness and industry relationships
  • Review drawings, specifications, and contract documents to fully understand project scope Prepare detailed and accurate cost estimates, including labor, equipment, materials, and subcontractor pricing
  • Develop and submit tenders, proposals, and quotations within strict deadlines
  • Utilize estimating software and tools to build comprehensive bid packages
  • Analyze risks, contingencies, and value engineering opportunities
  • Conduct post-bid follow-ups and participate in negotiations as required
Project Management & Execution
  • Oversee the full lifecycle of awarded projects, from kickoff through closeout
  • Develop project schedules, budgets, and execution strategies in collaboration with internal teams
  • Coordinate with site supervisors, subcontractors, consultants, and clients
  • Monitor project performance, cost control, and progress against timelines
  • Identify risks and proactively implement corrective actions
  • Ensure all work meets contract requirements, specifications, and quality standards
  • Manage change orders, scope adjustments, and claims as needed
  • Track project budgets, forecasts, and profitability
  • Review and approve project-related expenditures
  • Work closely with accounting and administrative teams to ensure accurate reporting
  • Maintain detailed project documentation, including cost tracking and progress reports
Stakeholder Communication & Leadership
  • Act as the primary point of contact for clients, consultants, and internal stakeholders
  • Lead regular project meetings and provide status updates
  • Build and maintain strong working relationships across all project participants
  • Support and mentor junior estimators and project staff as required
Qualifications & Experience Required
  • Minimum 10+ years of experience in estimating and/or project management within civil construction
  • Strong background in heavy civil projects (earthworks, roads, sewer & watermain, infrastructure)
  • Post-secondary education in Engineering, Construction Management, or a related field
  • Proven track record of successfully delivering projects from tender to completion
  • Advanced knowledge of construction methodologies, contracts, and specifications
  • High attention to detail with strong analytical and problem-solving skills
  • Ability to manage multiple projects simultaneously in a fast-paced environment
  • Excellent communication and leadership abilities
  • Proficiency in Microsoft 365 and estimating/project management software
  • PreferredExperience with estimating software (e.g., SharpeSoft or equivalent)
  • Strong industry network of subcontractors and suppliers
  • Familiarity with municipal and provincial project requirements
