Job summary

EBC Inc. in Vancouver seeks a highly experienced operational leader to scale the Tunnel & Underground Major Projects Division across Canada.

You will drive governance, forecasting discipline, and portfolio oversight, coordinating operations, engineering, estimating, and project controls. You will oversee multiple concurrent tunnel and underground programs, mentor project directors, and support strategic growth, maintaining rigorous KPI dashboards and standardized reporting.

Qualifications

• 15+ years of heavy civil construction experience.
• Significant tunneling, underground construction, trenchless, or major infrastructure project experience.
• Experience overseeing large multidisciplinary teams and multiple concurrent projects.
• Strong understanding of project controls, scheduling, forecasting, estimating, and execution.
• Experience working within Joint Venture project environments.
• Strong leadership, communication, and organizational capabilities.
• P.Eng. designation considered an asset.
• Experience with PPP/P3, Design-Build, or Alliance delivery models.
• Experience implementing operational systems and KPI frameworks.
• Experience scaling operations within a growing organization

Responsibilities

• Lead operational governance and execution oversight across a portfolio of major tunnel and underground projects.
• Drive operational excellence, forecasting discipline, and performance consistency.
• Provide leadership and mentorship to Project Directors and operational teams.
• Support strategic growth, pursuits, and organizational scalability.
• Oversee operational performance across multiple active projects and Joint Ventures.
• Standardize project reporting, forecasting, production tracking, and operational review processes.
• Lead operational reviews and identify emerging project risks early.
• Support estimating and pre-construction activities including go/no-go reviews and execution planning.
• Coordinate resource planning across projects and pursuits.
• Drive implementation of operational KPIs and performance dashboards.
