Job summary

Horizon Recruitment Inc. is recruiting a Senior Contracts Specialist to support a major capital projects portfolio.

This role will lead the development and execution of complex construction contract packages from planning through award, helping ensure critical project milestones are achieved on schedule. You will work closely with cross-functional teams to manage commercial risk, support procurement governance, and deliver well-structured contracts for large-scale infrastructure projects.

Qualifications

  • Post-secondary education in Supply Chain Management, Business Administration, Economics, or related field.
  • SCMP designation or equivalent is preferred.
  • Minimum 10 years of progressive procurement and contract management experience.
  • Experience leading complex construction procurement for major capital projects.
  • Strong background managing contract formation, RFP development, commercial evaluations, negotiations, and contract award.
  • Experience with large construction contracts in oil & gas, energy, mining, LNG, pipelines or major infrastructure.

Responsibilities

  • Lead major contract packages from procurement strategy through contract award and handoff.
  • Develop sourcing and contracting strategies aligned with objectives and timelines.
  • Prepare RFPs, contract documents, and procurement materials.
  • Coordinate technical, commercial, and legal input throughout procurement.
  • Manage bidder communications, clarifications, evaluations, and negotiations.
  • Prepare award recommendations and procurement documentation for transparent decisions.
  • Review and negotiate terms including pricing, risk allocation, insurance, and performance security.
  • Evaluate supplier pricing, indirect costs, and commercial structures.
  • Support contract implementation and post-award transition.
  • Collaborate with Engineering, Project Management, Legal, Finance, Indigenous Relations, and Supply Chain.
  • Integrate Indigenous procurement and local participation commitments when applicable.
  • Contribute to multiple high-value procurement packages for major infrastructure projects.

Horizon Recruitment is recruiting for a Senior Contracts Specialist to support a major capital projects portfolio. This role will lead the development and execution of complex construction contract packages from planning through award, helping ensure critical project milestones are achieved on schedule. You will work closely with cross-functional teams to manage commercial risk, support procurement governance, and deliver well-structured contracts for large-scale infrastructure projects.

Initially a 12 month contract term this project portfolio will continue into late 2028 / 2029.

Responsibilities
  • Lead major contract packages from procurement strategy through contract award and handoff to contract administration.
  • Develop sourcing and contracting strategies that align with project objectives, governance requirements, commercial controls, and project timelines.
  • Prepare RFPs, contract documents, and supporting procurement materials.
  • Coordinate technical, commercial, and legal input throughout the procurement process.
  • Manage bidder communications, clarifications, evaluations, and commercial negotiations.
  • Prepare clear award recommendations and procurement documentation that support transparent decision making.
  • Review and negotiate key commercial terms including pricing models, risk allocation, insurance, indemnities, performance security, and reporting requirements.
  • Evaluate supplier pricing, markups, indirect costs, and commercial structures to support cost-effective contract outcomes.
  • Support contract implementation, change readiness, and a smooth transition to post-award administration.
  • Partner with Engineering, Project Management, Legal, Finance, Indigenous Relations, and Supply Chain teams to deliver successful procurement outcomes.
  • Help integrate Indigenous procurement and local participation commitments into contract strategies where applicable.
  • Contribute to multiple high-value procurement packages supporting major infrastructure construction projects.
Requirements
  • Post-secondary education in Supply Chain Management, Business Administration, Economics, or a related field.
  • SCMP designation or equivalent is preferred.
  • Minimum 10 years of progressive procurement and contract management experience.
  • Experience leading complex construction procurement for major capital projects.
  • Strong background managing contract formation, RFP development, commercial evaluations, negotiations, and contract award.
  • Experience with large construction contracts in industries such as oil and gas, energy, Mining, LNG, oil sands, pipelines, utilities, or other major infrastructure projects.
  • Knowledge of commercial contract terms including risk allocation, compensation models, insurance, indemnities, liquidated damages, and performance security.
  • Ability to manage multiple concurrent procurement packages while meeting aggressive project deadlines.
  • Strong communication, stakeholder management, and organizational skills.
  • High attention to detail with the ability to produce accurate, auditable procurement documentation.
  • Willingness to travel as required and provide occasional support outside regular business hours.
  • Ability to work full-time in a Calgary office.
