We're looking for a Senior Consultant, Talent Management to join our team and drive initiatives that strengthen organizational effectiveness, employee experience, and culture across the City. In this role, you’ll be a trusted partner to senior leaders and HR colleagues, helping to shape how we lead, engage, and grow our people.

What will you do?

Reporting to the Manager, Organizational Development Consulting & Special Projects, you will:

  • Provide organizational development (OD) consultation and guidance to business leaders and HR partners in the areas of leadership assessments, coaching, team effectiveness, organizational design, talent management, development, etc.
  • Lead and implement OD programs and other HR projects, and develop supporting materials (ex. Project plans, communications, guides, etc.).
  • Collaborate with Relationship Managers/ HR Business Partners to provide thought leadership and strategic OD support to business leaders.
  • Leverage strategic partnerships with vendors and professional organizations to support OD goals and remain current on industry best practices.
  • Analyze data, gather feedback, and recommend strategic enhancements.
  • Develop dashboards and reports to showcase progress and guide decision-making.
  • Champion the Toronto Public Service mission and City’s Employee Value Proposition across all levels of the organization.

What do you need to succeed?

  • Post-secondary education in Human Resources, Organizational Development, Business Administration or a related field or the equivalent combination of education and/or related experience.
  • Extensive experience in a talent management, succession planning, leadership development, organizational development or a related field.
  • Strong project and program management skills with a track record of successfully managing multiple, complex initiatives.
  • Ability to build strong relationships, and influence and communicate effectively across the organization at all levels.
  • Considerable experience working with HR technology (e.g., Cornerstone on Demand (CSOD), SAP / SuccessFactors, Workday) to enable talent management programs.
  • Ability to take HR programs and concepts and distill it into clear and simple messages, presentations, tools, etc.
  • Certifications in project management and change management would be considered an asset
  • Certification in leadership assessment tools (e.g., DISC, Hogan, 360 assessments) and conducting debriefs would be considered an asset
  • Experience working for an organization with a unionized workforce would be considered an asset
