Job summary

The City of Saskatoon is seeking a Senior Collections Representative in Corporate Revenue to lead property tax collection and enforcement, reporting to the Revenue Collections and Customer Service Manager.

You will supervise staff, prepare reports to City Council, enforce provincial acts and bylaws, and coordinate with the Office of the City Solicitor to ensure compliant revenue collection.

Qualifications

  • Graduation from a business college or a one-year post-secondary business program.
  • Five years of progressively responsible experience, including at least two years in tax enforcement and utility collections.

Responsibilities

  • Lead the tax enforcement process, prepare reports to City Council, register liens, ensure Land Titles accuracy, and interpret and enforce applicable Acts and Bylaws.
  • Lead collection activities for outstanding Accounts Receivable for Corporate Revenue.
  • Provide daily direction, support and training to staff.
  • Research and respond to complex customer and staff issues related to property tax collection and enforcement.
  • Participate in collection, inspection and clerical duties involving business and taxi licensing; collect utility bills as required.

This position is a CUPE 59 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.

Job Summary

Under supervision of the Revenue Collections and Customer Service Manager, this position leads collection and enforcement activities related to property tax.

Duties & Responsibilities
  • Leads the tax enforcement process, including preparation of reports to City Council, lien registration, ensuring correct Land Titles information, interpretation and enforcement of applicable Provincial Acts and Municipal Bylaws, and consultation with the Office of the City Solicitor.
  • Leads collection activities for outstanding Accounts Receivables for Corporate Revenue Division.
  • Provides daily direction, support and training to staff.
  • Researches and responds to complex customer and staff issues related to property tax collection and enforcement.
  • Reviews and makes recommendations regarding the effectiveness and enforceability of the various legislative and policy directives involving revenue collections activity.
  • Participates in all phases of collection, inspection and clerical duties involving business and taxi licensing.
  • Participates in the collection of utility bills, as required.
  • Performs other related duties as assigned.
Qualifications

Education, Training and Experience Requirements:

  • Graduation from a business college
    OR
    Graduation from a one year, post-secondary business related program.
  • Five years' progressively responsible related experience, including a minimum of two years’ experience in tax enforcement and utility collections.

Knowledge, Abilities and Skills:

  • Considerable knowledge of corporate policies, procedures, Civic Bylaw and Provincial Acts as they relate to services offered by Corporate Revenue.
  • Considerable knowledge of tax collection and enforcement procedures, including relevant provincial and municipal legislation.
  • Demonstrated ability to deal respectfully, courteously and tactfully with external agencies, other civic employees, and the public in difficult circumstances.
  • Demonstrated ability to communicate effectively, orally and in writing.
  • Demonstrated ability to multi-task, meet deadlines, and manage several concurrent priorities
  • Ability to effectively provide guidance and training to staff.
Requires Security Check

Acceptable current Criminal Record Check (CRC) upon offer of employment.

Weekly Hours:36.67

Salary Range:$69,591.36to$76,724.88 CADper annum (2026rates)
