The Opportunity

Reporting to the Supervisor – Supply Management, you will lead procurement activities for assigned commodities in accordance with the City of Thunder Bay Procurement By-law 113-2011. You will provide technical guidance and support on procurement processes.

Responsibilities include:

• Preparing and summarizing competitive bids and drafting Purchase Orders per policies defined by the Manager – Supply Management.
• Maintaining awareness of price structures, Trade Agreements, relevant Legislation, Sales Tax, and other Tax applications.
• Managing all steps within procurement processes (RFx, EOI, Single / Sole Source), from scope review to contract award/execution.
• Authorizing and participating in emergency purchases within established guidelines.
• Identifying opportunities to consolidate spend and procure goods/services competitively.

Ideal Candidate

The ideal candidate will have:

• Minimum secondary school graduation or equivalent education, training, and experience.
• Supply Chain Management Association’s (SCMA) Certificate in Supply Management, or Ontario Public Buyers Association’s (OPBA) Public Purchasing Certificate.
• At least three (3) years of experience in purchasing with broad knowledge of industrial commodities.
