Job summary

TD in Toronto, Ontario, Canada seeks an experienced delivery lead for enterprise enabling functions. You will own business analysis, QA, testing, implementation, and post-production support while ensuring regulatory compliance and traceability across the lifecycle.

Qualifications

  • 8+ years relevant experience in financial services, payments, deposits, or regulatory transformation.
  • 5+ years leading complex cross-functional initiatives within financial services.
  • PMP, Agile Practitioner, or CSPO certifications are assets.
  • Proficient in MS Office; Agile mindset with Product Owner approach.
  • Excellent communication skills and ability to bridge business and technology.

Responsibilities

  • Lead the end-to-end delivery lifecycle, including business analysis, QA, testing, implementation, and post-production support.
  • Analyze current and future state processes, assess impacts, and ensure regulatory alignment.
  • Ensure requirements traceability from inception through change management.
  • Provide SME guidance to drive value, scalability, and continuous improvement.

Job Description:
Job / Role Responsibilities:
CUSTOMER
  • Lead the end-to-end delivery lifecycle, assuming accountability for business analysis, quality assurance, testing, implementation, and post-production support activities.
  • Analyze and document current-state and future-state business processes, assess business and system impacts, and ensure solutions meet business, customer, operational, and regulatory needs.
  • Ensure requirements traceability throughout the delivery lifecycle from requirements through design, testing, implementation, and change management.
  • Provide subject matter expertise and thought leadership to drive business value, innovation, scalability, operational excellence, and continuous improvement.
  • Define, review, and support acceptance criteria, test strategies, test plans, and test cases, ensuring requirements are testable, measurable, and aligned with regulatory and control frameworks.
  • Lead the analysis and definition of business capabilities, target operating models, and solution requirements to support strategic business, customer, regulatory, and operational objectives.
  • Lead the assessment of business opportunities, operational challenges, and regulatory requirements, recommending strategic solutions that balance customer experience, operational efficiency, risk, and cost.
  • Provide oversight and governance of test execution activities, ensuring effective defect management, risk mitigation, and achievement of quality objectives
  • Provide governance and oversight of testing activities, ensuring quality objectives, control requirements, and business outcomes are achieved.
  • Support operational readiness, implementation, stabilization, and post-implementation activities to ensure successful business adoption.
  • Ensure all deliverables comply with regulatory obligations, internal controls, risk management frameworks, testing standards, and industry best practices.
  • Identify opportunities to improve delivery efficiency, testing effectiveness, automation, and overall solution quality.
STAKEHOLDER
  • Elicit, analyze, document, validate, and manage functional and non-functional requirements through collaboration with business, compliance, technology teams, and external partners/vendors.
  • Serve as the primary liaison between business and technology teams, ensuring alignment on requirements, priorities, dependencies, constraints, risks, and delivery expectations.
  • Lead cross-functional workshops and decision forums to align stakeholders on business priorities, operating model changes, solution scope, and implementation approaches.
  • Employ Agile, Product Owner mindset, Shift Left testing methodologies and best practices utilizing collaborative tools like Jira, JTMF, and Confluence to ensure projects progress in the right direction
  • Coordinate and manage delivery and testing resources, environments, tools, vendors, and cross-functional dependencies to meet project objectives.
  • Identify, assess, and proactively manage delivery, testing, operational, compliance, and technology risks, while driving appropriate mitigation and escalation strategies.
  • Communicate project status, risks, dependencies, decisions, and outcomes clearly and consistently to stakeholders and senior leadership.
  • Influence decision-making and facilitate consensus among business, operations, technology, compliance, and vendor partners.
  • Contribute to strategic planning, governance activities, and organizational initiatives supporting business transformation and technology modernization.

  • Oversee the creation, review, approval, and maintenance of requirement and testing artifacts, ensuring adherence to enterprise standards, governance requirements, and audit expectations.
  • Lead and coordinate delivery and testing teams to achieve project milestones, quality objectives, and delivery commitments.
  • Promote best practices in business analysis, testing, delivery governance, and risk management across the team.
  • Foster a collaborative, inclusive, and high-performing team environment focused on accountability, continuous improvement, and excellence.

BREADTH & DEPTH
  • Advanced knowledge of applications supported by the team including system components, functionality, interfaces, data flows, and business rules
  • Advanced knowledge of bank's PDLC methodology, business testing and project management
  • Advanced analytical and problem‑solving skills with the ability to communicate with various business partners to explain complex technical issues with a business lens in easily understandable terms
  • Expert knowledge of business analysis frameworks, requirements management, process modeling, testing methodologies, and software delivery lifecycle practices
  • Strong understanding of regulatory, compliance, operational risk, and audit requirements within financial services.
Payment & Deposits Product Domain Knowledge:
  • Substantial knowledge of SWIFT messages, ISO20022, MX and MT formats.
  • Knowledge of non-wire payment methods like drafts and checks.
  • Understanding of payment systems and methods such as Canada Lynx, US CHIPS, and FedWire, etc.
  • Experience with payment data, canonical models, and payment data mapping.
  • Understanding of deposit sub‑ledger capabilities (like account management, transaction posting, multi‑currency handling, interest calculations, liquidity management, controls, and reporting) to drive/ support deposits transformation, an asset.
  • Familiarity with various accounts (Nostro, Vostro, Corporate Customer), and integration of payments services with correspondent account processing, an asset.
  • Understanding of the interaction between payments and deposits operating models and how these serve client needs and use cases.
  • Ability to create and document Target Operating Models (TOMs) and define how opportunities and challenges will be delivered through these TOMs.
Education & Experience:
  • Undergraduate degree or technical certificate
  • 8+ years relevant experience.
  • 5+ years leading complex cross‑functional initiatives within financial services, payments, deposits, or regulatory transformation programs
  • Certifications such as PMP, Agile Certified Practitioner, or Scrum Product Owner (CSPO) are assets.
  • Proficient in MS Office, Agile methodology with Product Owner mindset, Shift Left testing methodologies and best practices utilizing collaborative tools like Jira, JTMF, and Confluence
  • Ability to communicate effectively in both oral and written form and bridge the gap between business users and their technical requirements.
  • Ability to work collaboratively in a team environment and build relationships across business and technology partners.
Preferred Qualifications:
  • Consulting and / or strategy experience preferred, demonstrating problem‑solving, analytical thinking, and effective stakeholder management.
  • Tier 1 bank or financial institution experience preferred.
