Job summary

Ontario Public Service (OPS) is seeking a Senior Application Component Developer to lead IT projects supporting Ontario's health systems. You will guide solution design, champion modern delivery practices, and ensure scalable, secure outcomes across platforms.

Qualifications

About the job

As a Senior Application Component Developer, you will play a pivotal role in delivering high-quality digital products and services. You will lead technical teams, guide solution design, and champion modern delivery practices to ensure scalable, secure, and user-centric outcomes.

Key responsibilities include:

  • Lead and manage IT projects that support Ontario's health systems, ensuring stakeholder needs are met across the ministry.
  • Design and optimize data systems by developing strategies for secure, efficient, and high-performing databases and applications.
  • Provide expert technical advice on software and hardware solutions, including evaluating emerging technologies and recommending improvements.
  • Collaborate with cross-functional teams and stakeholders to establish shared standards and best practices for data and application development.
  • Oversee testing and implementation of new software releases, ensuring systems operate smoothly and securely across platforms.
  • Evaluate and implement new technologies, including software releases, database connectivity tools, and security solutions; prepare business cases and feasibility studies.
What you bring to the team
Technical Skills and Experience:

You have:

  • extensive experience designing, developing, modernizing, and supporting enterprise-scale applications and digital solutions in complex environments.
  • strong experience developing secure, scalable, and high-performing applications, APIs, and microservices using .NET 8/9/10, C#, Java, Spring Boot, modern software engineering practices, and industry-standard design patterns.
  • experience building and integrating modern web and API-based solutions using technologies such as HTML5, CSS3, JavaScript, React, Bootstrap, REST APIs, JSON, XML, OpenAPI, Swagger, and Postman.
  • strong experience with relational databases and data management, including database design, data modelling, integration, optimization, and performance tuning.
  • experience designing and implementing cloud-native and hybrid solutions using Microsoft Azure, including application, integration, and data services, and migrating legacy applications to cloud-based platforms.
  • experience implementing automated testing, source control, deployment automation and container technologies using tools such as Azure DevOps, Git, Docker, and Kubernetes.
  • strong understanding of application security principles, including authentication, authorization, encryption, identity and access management, and industry security standards and protocols.
  • experience with enterprise integrations, API gateways, event-driven architecture, messaging technologies, and cloud-based data and analytics platforms such as Azure Databricks and Azure Data Factory.
  • experience troubleshooting production issues, conducting root cause analysis, and implementing sustainable solutions to improve application reliability and performance.
Analytical and Problem-Solving Skills:

You have:

  • experience across all phases of the Software Development Life Cycle (SDLC).
  • strong analytical and problem-solving skills to assess business and technical challenges, conduct research, evaluate options, and develop practical recommendations.
  • ability to assess business and client requirements and translate them into secure, scalable, and effective technical solutions.
Project Management Skills:

You have:

  • demonstrated project planning methodologies to plan and coordinate technical activities, plans, and schedules of project teams
  • skills to lead major, complex IT projects, direct teams of project staff and external consultants, and ensure project deliverables are delivered within specified parameters
  • experience in working on multiple, concurrent projects and multi-year projects
Communication, Consultation and Interpersonal Skills:

You can:

  • demonstrate effective communication skills to prepare technical reports, briefing notes, documentation and explain technical solutions to IT and non-technical stakeholders
  • work co-operatively with project staff and external stakeholders to discuss application development methods, monitor and manage vendor contacts, and participate on various IT committees
  • effectively communicate with all stakeholders to ensure everyone has the same understanding of the status, the progress and the next steps of the initiatives
  • be a team player with a track record for meeting deadlines
