Job summary

Ontario Public Service, Health Data Branch in Toronto, is seeking a focused data strategist to lead initiatives in health data systems, governance, and data use. Collaborate with stakeholders to improve data collection, quality, access and management for evidence-based decision-making.

Digital and Analytics Strategy Division, Health Data Branch

Toronto

1 Temporary - up to 18 months with possible extension

Join the Health Data Branch in the Ministry of Health to lead initiatives in the design, development, implementation, and sustainment of health data systems and related data management practices. This role supports the Ministry's strategic direction and involves working with stakeholders to improve the collection, use, access, and management of health data.

About the Branch

Health Data Branch manages provincial health data assets and provides leadership in the collection, management, quality, access, protection and use of health information. The branch supports the Ministry's Data & Digital Action Plan and advance data management modernization initiatives that enable evidence-based decision‑making, health system planning and improved service delivery.

The Data Maintenance Unit:

manages data collections/submissions and provides timely, high-quality data as well as client business and technical support services for health data products related to applications, databases and websites.

About the job

This role involves working on data projects that affect how health data is used across Ontario. You will collaborate with teams and stakeholders to support data governance and policy development. The role includes opportunities to contribute to planning and decision‑making and to support improvements in health data management.

In this role, you will:
  • Provide strategic advice on health data strategy, governance, and management
  • Lead initiatives to improve the collection, standards, processes, quality, access, and data tools and products
  • Apply expertise in health system data, including clinical, administrative, statistical, and financial datasets
  • Lead business analysis, options assessments and process improvement initiatives
  • Lead data quality management initiatives and create reporting solutions that support evidence-based decision-making
  • Consult with stakeholders to assess data and access needs, and develop effective communication and training materials
  • Advance data modernization initiatives aligned with the Ministry's Data and Digital Action Plan and Ontario Data Platform
What you bring to the team
Technical knowledge:
  • You have knowledge of data management principles, practices, methodologies and tools, including data collection, processing, quality management, stewardship and access.
  • You have knowledge of data governance, information management and data lifecycle management within complex business environments.
  • You understand data integration, interoperability and modern approaches to managing and sharing health information.
  • You have knowledge of clinical, administrative, statistical and financial health data and their application to health system planning and decision‑making.
  • You have knowledge of relevant legislation, including PHIPA, FIPPA, the Public Hospitals Act and the Fixing Long-Term Care Act.
  • You have experience working with administrative and population health databases and analytical tools such as SAS, R or Python.
Leadership and project management skills:
  • You can lead complex, multi‑stakeholder initiatives involving business, data and technical partners.
  • You can develop business cases, conduct environmental scans, perform options analyses and lead process improvement initiatives.
  • You can provide leadership on data management, governance and modernization initiatives and recommend solutions to complex business and data challenges.
  • You can identify, assess and mitigate risks associated with data management processes, system changes and emerging business requirements.
Research and analytical skills:
  • You can analyze complex business and data issues, identify impacts and risks, and develop practical recommendations and solutions.
  • You can assess data quality issues, business requirements and operational impacts to support informed decision‑making.
  • You can evaluate emerging trends, technologies and best practices in health information and data management and recommend improvements.
  • You can adapt to changes in business priorities and technology environments and develop appropriate mitigation strategies.
Interpersonal and communication skills:
  • You can build and maintain effective relationships with business, policy, program and technical stakeholders.
  • You can facilitate consultations, gather business requirements and provide advice on complex data management matters.
  • You can communicate complex data, business and technical concepts to diverse audiences, including senior management.
  • You can prepare and deliver reports, briefing materials, business cases, presentations and training materials
