  • Experience with transport demand modelling software is highly valued
  • Proficiency with GIS, statistics software, and programming is an asset

Job description

One permanent position, and one Contract /Temporary Assignment up to 18 months

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

This role is an in‑office position (5 days per week) based at our 97 Front Street Office Location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization. We offer flexibility in start and end times while maintaining core business hours for shared availability across the team.

The Strategy, Planning and Partnerships team is seeking one permanent, and one 18‑month contract Senior Advisor who will be responsible for developing proactive insights and undertaking technical & quantitative analyses to enable strategic decision‑making at Metrolinx. The role supports a critical business function in evaluating the ridership, economic & financial trade‑offs associated with rapid transit project scope, delivery and operations.

What will I be doing?
  • Serve as a subject matter expert in evaluating the trade‑offs, risks, and benefits associated with capital and/or operating investments in rapid transit

  • Conducts technical, economic, and quantitative analysis and research to support strategic business and/or investment decisions on capital project scope, delivery, and/or operations

  • Leads the development, application, and review of investment‑grade analytical models, forecasts, and business cases used to support strategic capital investment decisions throughout the project lifecycle.

  • Evaluate the performance of transit projects through a range of Key Performance Indicators; including but not limited to: ridership forecasts, cost‑benefit analysis, business case benefits etc.

  • Deliver high‑quality and accurate and analyses with the timely delivery of end products to internal partners.

  • Evaluates the economic and financial benefits of transit projects, stations, and other investment opportunities, including benefit‑cost evaluation, travel time benefits, decongestion benefits, discounted and undiscounted costs in line with established business case methodologies and guidance.

  • Applies computer‑based analytical tools (e.g. travel demand models, statistical models, spreadsheets, and/or databases) to support:

  • Evidence‑based assessment and analysis of transit projects

  • Maintains an awareness of the latest “Best Practice” methodologies for technical analysis, forecasting, and data visualization and assesses the appropriateness of their application within the team.

  • Develop clear, concise, and visually compelling deliverables for senior management and executive decision‑makers.

  • Synthesize technical analysis, forecasts, and evidence into strategic advice to support decision‑making.

What Skills and Qualifications Do I Need?
  • Successful completion of a University Degree in Engineering, Economics, Business Analytics, Business Administration (MBA) or an advanced/specialist technical certification, requiring an equivalent number of years of post‑secondary education.

  • Proven analytical skills with practical experience in the transportation sector, including technical analyses, benchmarking studies, best practice reviews, to enable best in class technical analysis

  • Practical experience communicating complex technical topics and data in an understandable and visually appealing manner through the use of data visualization, cartography, or graphics design tools is an asset

  • Knowledge of theory, principles, research methodologies, and practices of transportation modelling, transportation planning, and policy analysis is an asset.

  • Practical experience with transportation demand modelling software (e.g. EMME, TransCAD, VISUM) is a significant asset

  • Practical experience with GIS software (e.g. ArcGIS), statistical analysis software (e.g. STATA, SAS, R), Graphic Design Tools (Adobe Illustrator or InDesign, PowerPoint, D3, Tableau) and/or computer programming languages (e.g. Python) is an asset

  • Knowledge of theory, principles, and practices of transportation economics is an asset

  • Excellent interpersonal and oral/written/presentation communication skills to develop and deliver compelling briefing, communication and presentation materials for a wide range of audiences.
