Job summary

Ontario Energy Board is seeking a Senior Advisor in Toronto for a 12-month backfill to lead policy initiatives in the electricity distribution sector. Reporting to the Manager of Distribution Sector Evolution, you will develop policy options, engage with industry stakeholders, and provide expert analysis to support rate regulation and DER integration.

Qualifications

  • Undergraduate degree in Economics, Commerce, Public Policy, Engineering or related discipline.
  • Graduate degree or professional designation preferred.
  • 7 years’ progressive experience in policy development or energy sector.
  • Experience in regulated industry or public utility is preferred.
  • Knowledge of Ontario electricity sector strongly preferred.
  • Advanced level of proficiency with Microsoft Excel and PowerPoint.

Responsibilities

  • Lead internal project teams to develop policy proposals addressing complex electricity sector issues.
  • Lead stakeholder consultations and facilitate meetings to define issues and options.
  • Present policy proposals to OEB executive leadership for review and approval.
  • Provide recommendations to senior management to support effective decision making.
  • Oversee consultants’ research and analysis on key energy sector issues.
  • Build and maintain relationships with energy stakeholders and regulators.
  • Present policies and research results to the broader energy sector.

The role is a 12 month backfill for a leave


Reporting to the Manager of Distribution Sector Evolution, the Senior Advisor is responsible for leading policy initiatives related to the electricity distribution sector. This includes matters related to how distributors are rate regulated, the role of distributors in supporting efficient DER integration, and addressing policy goals such as supporting resiliency, electrification and economic growth. This work involves developing policy options and recommendations by engaging with industry stakeholders and carrying out research and analysis. It also includes providing subject matter expertise and advice to assist executive leadership in achieving the OEB’s objectives.


Responsibilities

  • Lead internal project teams to develop policy proposals to address complex electricity sector issues.
  • Lead stakeholder consultations and facilitate stakeholder meetings and working groups to define issues, explore options for addressing them, and seek consensus as needed.
  • Present policy proposals to OEB executive leadership for review and approval.
  • Provide recommendations to senior management in support of effective decision making, including internal collaboration to resolve sensitive, complex, and contentious issues.
  • Retain and oversee consultants’ research and analysis on key energy sector issues to inform the development of policy options.
  • Build and maintain relationships with energy stakeholders (consumers, sector participants, and industry associations), and other regulatory agencies to exchange information and identify emerging issues.
  • Present OEB policies and results of research to the broader energy sector, including at external meetings.
  • Develop and maintain reputation as an expert in relevant subject matter area.

Qualifications

  • Undergraduate degree in Economics, Commerce, Public Policy, Engineering, or related discipline.
  • A graduate degree or professional designation is preferred.
  • 7 years’ progressive experience in policy development or relevant energy sector activity.
  • Experience working within a regulated industry, regulatory body and/or public utility is preferred.
  • Knowledge of Ontario’s electricity sector is strongly preferred.
  • Organizational skills to independently plan, prioritize, and organize work in an accurate and detailed manner.
  • Diplomacy, interpersonal and communication skills to deal fairly, assertively, and constructively with people leaders, staff, and external stakeholders.
  • Judgment and decision-making skills to balance competing needs and provide recommendations and solutions to complex and highly influential issues.
  • Political acuity to recognize sensitive situations and recommend appropriate solutions.
  • Advanced level of proficiency with Microsoft Excel and PowerPoint.
