Qualifications:
Essential:
- A professional accounting designation (CPA, CA, CGA, CMA), or post-secondary education and completion of the intermediate level of a recognized accounting program with supplementary accounting experience.
- Experience interpreting and applying accounting and financial processes, statutes, regulations, and policies. Includes applying General Accepted Accounting Principles (GAAP).
- Experience preparing budgets, financial reports and analysis.
- Experience assessing and evaluating accounting policies and practices, financial budgeting, and/or reporting practices/ formats.
- Ability to understand and apply complex accounting policy and practice pronouncements contained in the Public Sector Accounting Board (PSAB) Handbook.
- Strong professional judgement with superior analytical and problem solving skills.
- Proficiency using Excel applications including the ability to produce proforma financial statements and model scenarios.
- Strong organizational and time management skills with the ability to manage conflicting priorities and meet strict deadlines.
- Strong interpersonal skills including the ability to build relationships with a variety of internal and external stakeholders.
- Strong verbal communication skills including the ability to give presentations.
- Strong written communication skills.
Desired:
- Knowledge and use of the accounting information system SAP (or similar software) - navigating, reporting and execution of transactions.
- Knowledge of Province of Manitoba financial management policies and practices as set out in the Financial Administration Manual, The Financial Administration Act and the General Manual of Administration.
- Demonstrated experience in conducting or managing audits within the public sector.

Duties:
The Senior Accountant is responsible for ensuring the accurate and timely preparation of financial information into the Province’s quarterly and annual financial statements. This includes the Summary Financial Statements and supporting schedules and details, but also includes all other required disclosures relating to these entities.
The incumbent represents the Office of the Provincial Comptroller at all working group meetings and also provides direction, training, and advice to Departments and entities in their assigned Ministry(ies) to ensure their accounting and reporting systems enable them to meet all CPA Canada’s Public Sector Accounting Standards and reporting requirements.
The Senior Accountant is also responsible for accurate and timely preparation of financial information for assigned financial statement components. This includes analysis of accounts, preparation of working papers and lead sheets, analysis of changes, and review to ensure appropriate accounting recognition and disclosure.
The Senior Accountant is also responsible for assisting in the management and completion of quarterly and annual reporting and disclosure requirements on a back-up basis for other Crown entities assigned to other staff in the division, where required.
