Job summary

Randstad Canada is seeking an experienced Senior Project Manager to lead complex, large-scale technology transformations and capital IT portfolio initiatives in Toronto. You will establish governance, direct multidisciplinary teams, and oversee the full delivery lifecycle of business-critical programs in a regulated environment.

Location: Toronto, ON; Hybrid – 2 to 3 days in office. Duration: 24-month contract.

Qualifications

• PMP certification from PMI or equivalent credential is strictly required.
• Experience leading Governance, Risk and Compliance (GRC) or Enterprise Risk Management initiatives is strictly required.
• 8+ years managing large-scale, cross-functional IT projects including cloud solutions and integrations is strictly required.

Responsibilities

• Establish comprehensive project governance, work plans, schedules and resource allocations for large IT transformations.
• Lead deployment of enterprise GRC frameworks, risk management processes and privacy controls.
• Oversee concurrent capital projects including emergency mass notification systems and digital transformations.
• Develop, track and report multi-year capital budgets and cost forecasts.
• Direct and motivate diverse teams including analysts, architects, SMEs and vendor resources.
• Conduct risk assessments, establish mitigations, maintain RAID logs and manage interdependencies.
• Support procurement (RFPs, vendor evaluations, contracts) and monitor service provider performance.
• Deliver executive-ready status reports and change-management communications.

In this role, you will take primary accountability for establishing project governance, directing multidisciplinary project teams, and overseeing the full delivery lifecycle of business-critical programs. Managing concurrent projects—spanning Governance, Risk, and Compliance (GRC) frameworks, multi-channel mass communication platforms, and customer-facing digital wayfinding strategies—you will balance project scope, schedules, financial budgets, vendor management, and executive stakeholder alignment across a regulated environment.

Location: Toronto, ON (Hybrid – 2 to 3 days in office)

Responsibilities

• Project Governance & Execution: Establish comprehensive project governance frameworks, work plans, schedules, and resource allocations to manage large-scale IT transformations through all lifecycle phases.
• GRC & Strategic Program Delivery: Lead the deployment of enterprise GRC frameworks, integrated risk management processes, business continuity models, privacy management, and third-party risk controls.
• Portfolio & Deliverable Management: Oversee concurrent strategic capital projects, including emergency mass notification systems, multi-channel communication integrations, digital wayfinding products, and legacy system modernizations.
• Budget & Financial Oversight: Develop, track, and report on multi-year capital project budgets, cost forecasts, financial risk logs, and resource utilization plans.
• Cross-Functional Leadership: Direct, motivate, and assign roles to diverse, multidisciplinary project teams comprising business analysts, solution architects, technical SMEs, and third-party vendor resources.
• Risk Management & Controls: Conduct thorough risk assessments, establish mitigation strategies, maintain RAID logs, and manage project interdependencies to prevent delays.
• Procurement & Vendor Oversight: Support procurement processes, including RFP development, vendor evaluation, contract management, and service provider performance tracking.
• Executive Stakeholder Communication: Deliver decision-ready status reports, risk analyses, steering committee presentations, and change management communication plans to align business objectives with project outcomes.

Qualifications

• PMP Certification: Current Project Management Professional (PMP) certification from PMI (or an equivalent recognized project management credential) (Strictly Required).
• GRC & Risk Program Experience: Demonstrated track record leading and delivering Governance, Risk, and Compliance (GRC), Enterprise Risk Management (ERM), Business Continuity (BCM), or Privacy Management initiatives (Strictly Required).
• Large-Scale IT Management Seniority: Minimum 8 years of experience managing large-scale, cross-functional IT projects—including enterprise applications, systems integration, cloud solutions, and Agile/Waterfall transformations (Strictly Required).
• Education: Degree in Business Administration, Computer Science, Information Technology, Engineering, or a related discipline.
• Procurement & Budgeting Expertise: Proven experience developing RFPs, managing vendor deliverables, and controlling multi-million-dollar capital project budgets.
• Stakeholder & Leadership Skills: Exceptional verbal and written communication skills with a proven ability to lead matrixed teams, manage executive steering committees, and drive organizational change.
