Job summary

Source Code is seeking a Sr. Project Manager/Leader in Canada to drive complex IT programs, including cloud-based services and API integrations. You will lead cross-functional teams, craft integrated plans, and manage budgets and stakeholders from planning through delivery.

The role requires extensive Agile experience, Scrum Master certification preferred, and strong vendor and risk management skills in a mission-critical environment.

Qualifications

  • 10+ years of project management in IT solutions and services including web-based apps and cloud services.
  • 10+ years with web-based apps and cloud microservices using Java/.NET.
  • 7+ years in Agile project management; Scrum Master certification preferred.
  • Experience with PM software: MS Project, Planview, Jira or Azure DevOps.
  • Experience implementing web apps/services on cloud tech (Azure/OpenShift/Kubernetes/Docker).

Responsibilities

  • Provide PM for high-profile projects within the branch.
  • Ensure deliverables align with requirements on time, scope and budget.
  • Interact with senior staff and external partners; manage relationships.
  • Develop budgets, schedules and integrated plans; handle change requests.
  • Identify risks, issues and mitigation strategies for executives.
  • Produce status reports for project executives and stakeholders.
  • Adopt OPS I&T standards and project methodologies.

Must have:

  • Over 10+ years of project management experience leading and planning complex, mission-critical projects or initiatives involving business transformation, and design, development, implementation, and integration of IT solutions and services including web-based applications, Cloud-based services, and API's.
  • 10+ years knowledge and experience with designing, implementing and integrating web-based applications and/or cloud-based micro-services and solutions using full stack Java-based, and/or Microsoft .Net technologies.
  • 7+ years of experience with Agile project management and development practices (Scrum Master certified preferred); managing the backlog, sprint planning, velocity tracking, Agile testing, retrospects, etc.
  • Experience with project management software such as MS Project, Planview, Jira, or Microsoft DevOps Azure.
  • Experience with the implementation of web applications and services using cloud technology such asMS Azure, OpenShift, Kubernetes, Docker; and web application servers such as Solaris, Red Hat, IBM WAS 8.0+, IBM Cloud Pak.

Responsibilities:

  • Provide project management for various high-profile projects within the branch
  • Ensure project deliverables meet clients' business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks
  • Interact with senior staff within the ministry and with external partners and manage relationships
  • Lead organizational development, strategy development, business planning, and ministry funding requests.
  • Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan
  • Identify team members in various disciplines, clarify roles and responsibilities, and set task/ deliverable/performance expectations for resources that are both OPS unionized employees, as well as Fee for Service (FFS) consultants
  • Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, ensure knowledge is shared among team members so that project objectives and deliverables are met
  • Develop complex project budgets based on multiple funding channels and cross-ministry dependencies
  • Effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
  • Use ministry project management tools for recording and reporting project/program data
  • Participate in team meetings
  • Create/update Integrated Project Management Plan (IPP), adjust and update IPP as per change requests
  • Perform reviews of schedule, variance analysis, adjust leads and lags, and revise schedule
  • Manage and monitor project progress, critical path activities, and report on slippage
  • Create overall project status and project progress reports for project executives and stakeholders
  • Identify and manage issues, review issue status, and produce issue logs
  • Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed
  • Articulate and prioritize issues and risks at senior executive levels, and recommends mitigation strategies for decision makers
  • Review change requests, and prepare change requests report to be reviewed by Change Control Board, and adjust integrated project plan accordingly
  • Prepare business transformation and adoption plans
  • Create and provide knowledge transfer documentation as part of the knowledge transfer plan
  • Establish and participate in steering committee and stakeholder forums
  • Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
  • Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out
  • Promote OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources
  • Adopt and adhere to OPS Unified I&IT Project Methodology, OPS/e-Health Ontario Gating process
  • Be a demonstrated team player with a track record for meeting deadlines.
