Job summary

City of Toronto is seeking a Revenue Clerk 4 at North York Civic Centre to process tax and water information for collection accounts and handle inquiries by phone, counter, and written correspondence. This is a full-time, temporary 12-month vacancy.

The role involves updating TMACS/WMACS, preparing new accounts and bills, issuing certificates, and providing reliable clerical support in a Finance Shared Services environment. Strong organizational skills are essential.

Qualifications

  • Experience with Microsoft Office (e.g. Word and Excel) and/or revenue management systems such as TMACS and WMACS.

Responsibilities

  • Extracts information from WMACS to verify property address and account number on receipt of requests for New Service Reports.
  • Arranges inspection appointments for customers and updates TMACS/WMACS accounts and bills as needed.
  • Prepares new accounts for Metred/Flat Rate premises using Inspector's reports to calculate billings and supplements.
  • Answers telephone and counter inquiries regarding tax and water applications, billings, and rate requests.
  • Prepares service orders and calculates new Flat Rate billings.
  • Initiates tax/water account updates and forwards information to supervisor.
  • Updates WMACS and TMACS records and cross-references files.
  • Searches and verifies records for issuance of tax/water certificates and checks journal entries.
  • Processes credit balances for tax and water accounts and prepares corrections.
  • Calculates, verifies, and processes realty tax adjustments.
  • Sets up and updates tax assessments prior to levy of taxes.
  • Issues agent agreement forms and prepares letters for invalid forms.

Job Description:

The Revenue Clerk 4 will process the tax/water information related to collection accounts and is responsible for performing clerical services for bailiff accounts and handles telephone, counter and written enquiries regarding collections, etc.

Major Responsibilities:

  • Extracts information from Water Management and Collection System (WMACS) to verify property address and account number on receipt of requests for New Service Reports from the Department of Public Works, lawyers, owners, agents, etc.
  • Arranges inspection appointment for customers and prepares comments card for re: rating by Inspection Unit. Updates account on Tax Management and Collection System (TMACS)/Water Management and Collection System (WMACS) and calculates new bills.
  • Prepares new accounts for Metered/Flat Rate premises using Inspector's reports to calculate billings. Calculates and issues supplementary bills.
  • Answers telephone and counter enquires regarding new water/tax applications and billings, meter and rate requests, new accounts, supplementary bills, assessment review, penalties, discounts related to tax bill etc.
  • Prepares service orders. Calculates and prepares new Flat Rate billings.
  • Initiates tax/water account updates containing premises address, account number, transaction code, terms involved, reason for cancellation and forwards the information to supervisor.
  • Updates Metered/Flat Rate Water accounts and Sewage Cross Reference File in Water Management and Collection System (WMACS).
  • Searches and verifies records for the issuance to tax/water certificates, checks journal entries regarding charges, payments, etc.
  • Processes credit balances for tax and water accounts. Prepares entries to correct account balances.
  • Calculates, verifies, and processes realty tax adjustments.
  • Sets up, balances and updates tax assessment prior to the levy of taxes.
  • Issues agent agreement forms where owner is not the occupant. Prepares letters for invalid agent agreement forms received.

  • Experience with Microsoft Office (e.g. Word and Excel) and/or revenue management systems such as Tax Management and Collection Systems (TMACS) and Water Management and Collection Systems (WMACS).

You must also have:

  • Excellent organizational, analytical and multi-tasking skills with the ability to meet deadlines and assess priorities.
  • Knowledge of legislation, regulations, bylaws, policies and procedures that relate to the Certificates and Ownership/Mailing address.
  • Interpersonal skills and the ability to deal effectively with all levels of staff, councillors, the public and external contacts in person, by telephone/fax and in writing.
  • Excellent communication skills with the ability to compose correspondence and memoranda.
  • Ability to exercise independent judgement and discretion in dealing with confidential operational matters and management staff.
  • Ability to work independently with minimal supervision, prioritize work schedules and complete assigned duties within timelines.
  • Ability to plan and organize appointments, meetings, etc.
  • Ability to create and format reports and correspondence.
