Job summary

The Ontario Energy Board is seeking a Senior Advisor in the Distribution Asset Management team to assess utility proposals, MAADs, and rate applications. You will lead in-depth analyses, provide expert guidance, and mentor colleagues to ensure regulatory excellence.

Reporting to the Manager, you will collaborate with internal and external stakeholders, develop case strategy, and prepare staff submissions for public hearings while staying current on energy policy developments in Ontario.

Qualifications

  • Minimum: University degree in Engineering, Finance, Accounting, Economics, Business Administration, or related discipline.
  • Preferred: Graduate Degree or Professional Designation.
  • Minimum: 5 years’ experience reviewing and/or preparing applications, case management or related experience in the energy sector.
  • Preferred: 8+ years’ experience reviewing and/or preparing applications, case management or related experience in a regulated industry or public utility setting.
  • Capable of analyzing utility proposals and business cases, including supporting data, and providing well-supported quantitative and qualitative insights to support decision-making
  • Previous experience with adjudicative procedures (e.g., notices, procedural orders, decisions, oral hearing schedules) is an asset
  • Familiarity with broad economic, environmental, legal and policy developments in the electricity sector, including issues related to Ontario electricity pricing and supply.
  • Proven track record to meet tight deadlines, work under pressure and balance multiple prioritities at once
  • Professional designation in an applicable field is an asset (e.g., P.Eng, PMP, etc.)
  • Excellent verbal and written communication skills that cater to all levels in an organization
  • Strong interpersonal, organizational, prioritization, problem solving and time management skills
  • Highly proficient in Microsoft Office (Excel, Word, PowerPoint)

Responsibilities

  • Undertake analysis on engineering, system planning, financial, economic, accounting, cost allocation, demand forecasting, and/or public policy-related issues as required for assigned applications.
  • Assess the impacts of identified issues and develop appropriate case strategy for senior management, in collaboration with other team members to propose solutions and/or recommendations based on analytic findings and nature of the issues.
  • Gather, compute, and analyze impacts of identified issues and provides solutions, and recommendations based on analytic findings and nature of the issues.
  • Work with applicants and stakeholders to clarify issues and assists in settlement conferences.
  • Develop interrogatories and technical conference questions, briefing notes and possible cross-examination questions, in preparation for public hearings.
  • Formulate staff submissions in collaboration with other team members (legal and other staff).
  • Assist in the preparation of Decisions and Orders under the direction of the OEB panel or delegate.
  • Maintain industry knowledge by reviewing trends and important regulatory issues.
  • Provide advice to Commissioners (or delegate) and team members regarding applications, utility proposals, business cases, and associated issues.
  • Procure and liaise with consultants with assistance from the OEB’s procurement group.
  • Collaborate with internal and external groups as a subject matter expert and provide advice as required.
