Job summary

The City of Toronto is seeking a Project Manager to lead and coordinate utility management projects across internal and external stakeholders, including permitting, construction, inspections and enforcement.

Reporting to the Senior Project Manager, you will develop processes, manage budgets, and ensure compliance with regulatory standards while guiding multi-disciplinary teams through all phases of utility works in the public right of way.

Qualifications

  • Post-secondary education pertinent to the job function or an equivalent combination of education and experience.
  • PMP certification or experience with project management body of knowledge would be considered an asset.
  • Excellent written and verbal communication skills for documentation and communication of complex processes/systems.

Job Summary

Reporting to the Senior Project Manager, Utility Management, the Project Manager will lead, manage and coordinate projects and programs critical to coordination between City of Toronto internal and external stakeholders involved in utility works. As the Project Manager, you will develop, maintain and improve business processes and systems/tools supporting multi-disciplinary teams involved in all phases of utility works, including permitting, construction, inspections and enforcement across various worksites.

Major Responsibilities
  • Manages assigned projects and programs to ensure effective teamwork and communication, high standards of work quality, and continuous improvement.
  • Develops and implements detailed plans and provides recommendations regarding program specific requirements.
  • Conducts research, collects requirements across multiple stakeholders, and analyzes business processes for opportunities to improve operational performance.
  • Supports formulating policy and establishing procedures and priorities for a variety of administrative and technical functions related to program specific requirements.
  • Develops and implements project control systems and performance evaluation criteria in accordance with applicable policies and guidelines, and ensures they are well understood by all relevant stakeholders.
  • Oversees and evaluates the work performance of project stakeholders with respect to quality, timeline, cost and completion of required tasks.
  • Anticipates, analyzes, and identifies issues affecting organizational/project/program performance; recommends innovative solutions using sound professional judgement, conflict resolution and negotiation skills to successfully address complex and/or controversial matters.
  • Manages contracts accordance with the City’s policies and procedures, including development of requests for proposals/quotations, supplier evaluation/selection processes, and project delivery/closeout.
  • Ensures compliance with contractual agreements, project charters, and legislative requirements.
  • Ensures project/program expenditures are controlled and maintained within approved budget limitations.
  • Manages escalated complaints and liaises with various levels of staff in multiple divisions to address these issues.
  • Represents the division in meetings with a wide range of internal and external stakeholders, City Divisions, community groups, agencies, senior staff, and elected officials
  • Liaises with elected officials, utility companies, public agencies, contractors, developers and the public with respect to permitting and oversight of utility works in the public right of way.
  • Ensures the quality of work and service meets corporate and divisional standards and complies with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Technical Standards and Safety Authority (TSSA), Fire Code, Electrical Code and the Occupational Health & Safety Act (OHSA), etc
Key Qualifications
  • Post-secondary education pertinent to the job function or an equivalent combination of education and experience.
  • Considerable experience in a project management leadership role, delivering projects, activities and assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
  • Considerable experience in planning, supervising and directing the work of staff and contractors.
  • Excellent written and verbal communication skills for documentation and communication of complex processes/systems, and delivering presentations/training to all levels of staff and management.
  • Highly proficient with MS Office, database software packages and other corporate software applications. Experience with data processing, analysis, reporting and automation would be considered an asset.
  • PMP certification or experience with project management body of knowledge would be considered an asset.
  • Interpersonal and conflict management skills to work productively with staff, stakeholders, and contractors both internal and external to the organization.
  • Ability to consistently deliver on demanding assignments requiring critical judgement, analytical thinking, and problem-solving with creativity.
