Job summary

Toronto Hydro Corporation seeks a Senior Manager, Capital Projects (Major External Projects) to lead planning, coordination and delivery of complex utility and infrastructure programs in Toronto.

Qualifications

  • Minimum ten years in design, construction and commercial project execution and agreements.
  • Minimum seven years of leadership experience.
  • Knowledge of design, construction, contract administration, and project delivery practices.

Responsibilities

  • Oversee strategy, forecasts, plans, execution and reporting for capital construction projects portfolio.
  • Lead delivery of large-scale utility projects ensuring alignment with budgets, schedules and regulatory requirements.
  • Provide strategic oversight for utility coordination across major programs including transit expansions and DER initiatives.
  • Maintain relationships with municipalities, transit agencies, regulators, developers, and project partners.
  • Lead commercial and contractual negotiations for complex project agreements and coordination agreements.
  • Coach and develop employees to meet organizational goals and growth opportunities.
  • Manage annual budget, performance scorecards and departmental goals.
  • Oversee management systems and procedures to optimize safety, reliability, and costs.
  • Ensure regulatory evidence development and defense for large project portfolios.

Senior Manager, Capital Projects (Major External Projects)

Expected Salary Range: $147140 - $183925 Annually

Target Variable Performance Pay: 25%

The salary range shown above reflects the expected compensation for this position. The final salary offered will be determined based on a holistic assessment of the candidate’s experience, education, training, and alignment with the role’s requirements. For positions covered by a collective agreement, placement within the range will follow the applicable step or classification.

Reporting to the Director, Transit & External Initiated Projects the Senior Manager, Capital Projects (Major External Projects) is responsible for leading the successful planning, coordination, and delivery of complex utility and infrastructure projects. This role will oversee a portfolio of strategic capital projects, including major transit expansions, waterfront developments, bridge infrastructure, distributed energy resource (DER) initiatives, and utility coordination programs.

The successful candidate will provide leadership to a team of managers and technical professionals while managing relationships with municipal agencies, transit authorities, developers, regulatory bodies, contractors, and other key stakeholders. This position requires a strong combination of utility engineering expertise, commercial acumen, project delivery experience, and stakeholder management capabilities.

KEY RESPONSIBILITIES:

  • Oversee and manages the development of strategy, forecasts, plans, execute and report for a portfolio of capital constructions projects for both customer and externally initiated projects
  • Leads the delivery of large-scale utility and infrastructure projects, ensuring alignment with business objectives, schedules, budgets, and regulatory requirements.
  • Provides strategic oversight for utility coordination activities related to major capital programs, including transit expansions, station infrastructure projects, waterfront developments, bridge projects, and DER initiatives.
  • Develops and maintains strong relationships with key external stakeholders, including municipalities, transit agencies, developers, regulatory authorities, and project partners.
  • Leads commercial and contractual negotiations for complex project agreements, coordination agreements, and infrastructure-related arrangements.
  • Leads a team to drive departmental activities to comply with required environment, health and safety (EHS) legislation, regulations, policies, procedures and practices
  • Provides coaching and feedback to motivate and engage employee outcomes in the attainment of organizational goals; acts to address gaps in performance which may impact outcomes. Provides varied growth opportunities and supports specific rotations for all employees
  • Manages annual budget, plans, scorecards and measures consistent with corporate, divisional and departmental goals.
  • Oversee and manages the relationships, attainment and performance for all elements of a portfolio of capital construction programs.
  • Provides oversight of the management systems, processes and procedures to optimize safety, reliability, costs and outcomes in accordance with legal and regulatory obligations under various statutes and codes
  • Acts as the subject matter expert in the development and defense of regulatory evidence to support large construction projects portfolio.
  • Oversees the resolution of issues with internal and external stakeholders to mitigate and address risks associated with project/program attainment or organizational brand and reputation.
  • Up to 20% of monthly travel is required to visit construction sites, field visits, off-site meetings, and other work locations.

REQUIREMENTS:

  • Undergraduate degree in Engineering (Electrical strongly preferred)
  • Registered Professional Engineer (P.Eng.) in the Province of Ontario
  • Minimum ten (10) years of experience in design, construction and commercial project execution and commercial agreements.
  • Minimum of seven (7) years of strong people leadership experience
  • Strong knowledge of design, construction, contract administration, and project delivery practices.
  • Demonstrated experience in developing and managing partnerships with internal/external stakeholders
  • Masters level degree – Business Administration or Engineering (preferred)
  • Strong understanding of utility relocation, utility coordination, permitting, and regulatory approval processes.
  • Strong knowledge of project management principles, risk management, contract administration, and capital project delivery.
  • Superior verbal and written communication skills; ability to effectively communicate ideas and influence change with people at all levels of the organization

This position is based in a hybrid environment allowing for remote work two days per week, based on business needs. Employees will be required to come onsite Tuesday to Thursday. You are expected to live in Ontario and within reasonable commuting distance of the office.
