Job summary

Harbour Air is seeking a delivery-focused Project Manager to lead transformational initiatives, including the Passenger Service System replacement launching Q1 2027, and future programs across Commercial and Head Office functions. This hands-on role owns plan governance, budgets, and vendor coordination to achieve a successful go-live.

The candidate will work closely with Commercial, Operations, Finance, and other teams, ensuring risks are managed and milestones met.

Qualifications

  • Degree in Business Administration, Operations Management, Project Management, or related field.
  • 5+ years in project delivery, PMO, or programme coordination within complex environments.
  • Experience managing project budgets, including cost tracking, forecasting, and variance reporting.
  • Background in aviation, airlines, travel, transportation, or similarly operationally intensive industries.

Responsibilities

  • Maintain the integrated project plan, ensuring milestones, dependencies, risks, and deliverables remain current across all workstreams.
  • Own and maintain the project budget, tracking spend against forecast, flagging variances, and reporting cost status alongside schedule and risk.
  • Maintain a formal risk register and change control log; ensure scope changes are assessed for schedule/budget impact and formally approved before implementation.
  • Coordinate governance, vendor, and delivery meetings; produce clear minutes, action logs, and progress reports.
  • Track delivery of system integrations across customer, finance, operational, and partner platforms.
  • Identify risks, blockers, and slippage early, driving mitigation and escalating where required.
  • Manage vendor contracts and deliverables, ensuring work stays aligned to agreed scope, cost, and quality commitments.
  • Prepare status updates, dashboards, and executive summaries for leadership.
  • Lead UAT coordination across departments, managing test schedules, defect logs, sign-off tracking, and retesting cycles.
  • Coordinate training rollout across operational and corporate departments.
  • Support go-live and stabilization with governance and close-out materials.

Harbour Air is looking for a delivery-focused Project Manager to lead the transformational projects that are reshaping how we sell, serve, and operate. The first of these is the replacement of our Passenger Service System, launching Q1 2027, followed by a pipeline of broader company transformational initiatives.

This is a hands-on delivery role. You will own the plan, run the governance, provide status reports to Executives, chase the dependencies, and keep multiple vendors and internal teams moving toward a go-live that holds. You will work across Commercial, Operations, Finance, and other Head Office functions.

Responsibilities And Expectations
Delivery Planning & Coordination
  • Maintain the integrated project plan, ensuring milestones, dependencies, risks, and deliverables remain current across all workstreams
  • Own and maintain the project budget, tracking spend against forecast, flagging variances, and reporting cost status alongside schedule and risk
  • Maintain a formal risk register and change control log; ensure scope changes are assessed for schedule/budget impact and formally approved before approved implementation
  • Coordinate governance, vendor, and delivery meetings; produce clear minutes, action logs, and progress reports
  • Track delivery of system integrations across customer, finance, operational, and partner platforms
  • Identify risks, blockers, and slippage early, driving mitigation and escalating where required
Stakeholder Management & Reporting
  • Manage vendor contracts and deliverables, ensuring work stays aligned to agreed scope, cost, and quality commitments; elevate deviations early
  • Serve as the day-to-day coordination point between Harbour Air teams, implementation partners, and third-party vendors
  • Prepare status updates, dashboards, and executive summaries for leadership
  • Ensure actions and commitments are documented, owned, and followed through to completion
Testing & Readiness Oversight
  • Lead UAT coordination across departments, managing test schedules, defect logs, sign-off tracking, and retesting cycles
  • Work with technical leads to ensure integration timelines and dependencies are met
  • Apply sufficient technical literacy to interpret issues and communicate clearly with both technical and non-technical audiences
Change Management & Training
  • Coordinate training rollout across operational and corporate departments
  • Partner with department leaders to confirm training completion and operational readiness ahead of go-live
Go-Live & Stabilization
  • Support on-the-ground cut-over activities and drive post-launch stabilization governance
  • Produce close-out materials including lessons learned, open items, and transition documentation
Portfolio Contribution
  • Support the maturing of project delivery standards, templates, and reporting across Harbour Air
  • Maintain a clear view of interdependencies between concurrent projects so sequencing decisions are made with full visibility
Qualifications/Assets - What You Bring!
Required
  • Degree in Business Administration, Operations Management, Project Management, or related field
  • 5+ years in project delivery, PMO, or programme coordination within complex environments
  • Experience managing project budgets, including cost tracking, forecasting, and variance reporting
  • Demonstrated ability to drive accountability and progress across teams without direct authority
  • Background in aviation, airlines, travel, transportation, or similarly operationally intensive industries
  • Experience coordinating projects involving multiple integrations, vendors, and cross-functional stakeholders
  • Demonstrated success supporting change management and training during system transitions
  • Strong stakeholder management, written communication, and organizational skills
  • Proficiency with project management tools (e.g., MS Project, Smartsheet, Jira, or similar)
  • Based in Vancouver, BC and legally entitled to work in Canada
Preferred
  • Formal project management certification (PMP, PRINCE2, Agile or similar)
  • Experience with vendor/contract management, including SOW tracking and deliverable sign-off against contract terms
  • Experience delivering airline, travel technology, or reservations platform projects
  • Familiarity with distribution systems, partner connectivity, or commercial channels
