Job summary

Affinity Group is seeking a Project Manager to oversee a multidisciplinary team in planning, design, development, testing, and implementation of a Clinical Information System (CIS) for a major healthcare facility expansion. The role supports digital health initiatives and integration of clinical capabilities into a new environment.

The right candidate will have extensive experience leading complex healthcare IM/IT projects, with knowledge of Oracle Health CIS solutions and hospital redevelopment

Qualifications

  • Demonstrated knowledge of project management methodologies, governance frameworks, and IM/IT delivery practices supporting large-scale healthcare technology initiatives.
  • Demonstrated knowledge of Oracle Health Clinical Information System (CIS) solutions.
  • Demonstrated knowledge of healthcare facility redevelopment, hospital expansion, and activation projects, including technology integration requirements within new or renovated healthcare environments.
  • Demonstrated knowledge of healthcare operational readiness, activation planning, change management, workflow validation, testing, cutover planning, and transition-to-support activities associated with clinical information system implementations.
  • Demonstrated knowledge of healthcare operations, clinical workflows, privacy, security, clinical safety, and regulatory requirements applicable to clinical information systems.
  • Undergraduate degree considered an asset. An equivalent combination of education, training, and relevant experience will be considered.
  • Project Management Professional (PMP) certification preferred.
  • ITIL, PMO, Agile, Lean, or organizational change management certifications considered assets.
  • Experience with Nova Scotia Health, OPOR, provincial digital health programs, or comparable large-scale healthcare transformation initiatives is preferred.
  • Experience using Smartsheet as a Project Management tool is considered as an asset.

  • Lead and coordinate cross-functional stakeholders to ensure successful planning, implementation, and operational transition of CIS capabilities within a new healthcare environment.

On behalf of our Healthcare Client, Affinity is seeking a Project Manager to Oversee a multidisciplinary team in the planning, design, development, testing, and implementation of a Clinical Information System (CIS) for a large-scale healthcare facility expansion. This work will support the successful delivery of digital health initiatives and the integration of clinical system capabilities into a new healthcare environment.

Responsibilities

Project Deliverables & Responsibilities

  • Conduct a comprehensive assessment of all Clinical Information System (CIS) changes, configurations, integrations, infrastructure, devices, workflows, reporting, security, testing, operational readiness, activation, and support requirements associated with a major healthcare facility redevelopment project.
  • Identify project dependencies, assumptions, constraints, risks, resource requirements, and recommendations.
  • Deliver a final assessment report and implementation roadmap. (Target completion: October 31, 2026)
  • Develop and maintain a detailed Work Breakdown Structure (WBS) covering design, build, testing, cutover, activation, and go-live readiness activities.
  • Identify estimated effort, resource requirements, key milestones, deliverables, critical path activities, and inter-project dependencies.
  • Produce and maintain an integrated project schedule aligned with redevelopment and operational timelines.
  • Deliver the initial WBS and critical path analysis by November 30, 2026, with ongoing updates throughout the project lifecycle.
  • Develop resource and capacity plans across technical, clinical, operational, facilities, biomedical engineering, and vendor teams.
  • Identify resource gaps, capacity constraints, and mitigation strategies.
  • Update resource planning documentation quarterly or as significant changes occur.
  • Prepare and distribute weekly project status reports to leadership and governance stakeholders.
  • Report on schedule and milestone progress, completed deliverables, upcoming activities, critical path status, risks, issues, required decisions, key dependencies, resource utilization, capacity constraints, budget considerations (where applicable), and overall project health using RAG status indicators.
  • Initiate weekly reporting within two weeks of project kickoff and continue throughout the engagement.
  • Prepare governance presentations, executive summaries, briefing notes, and decision-support materials for project sponsors and steering committees.
  • Maintain decision logs, issue logs, risk registers, and action item trackers.
  • Provide recommendations, escalation documentation, and executive-level reporting as required.
  • Establish and maintain risk, issue, assumption, dependency, and decision registers.
  • Identify, track, and actively manage critical path activities and project dependencies.
  • Develop mitigation and contingency plans for high-priority risks.
  • Develop and maintain testing, operational readiness, activation, cutover, and go-live planning documentation.
  • Coordinate readiness assessments, milestone reviews, and implementation decision-support activities.
  • Produce go-live readiness recommendations and activation status reporting.
  • Lead and coordinate cross-functional stakeholders to ensure successful planning, implementation, and operational transition of CIS capabilities within a new healthcare environment.

  • Demonstrated experience leading or supporting large-scale Clinical Information System (CIS), Electronic Medical Record (EMR), or Electronic Health Record (EHR) implementations within healthcare environments.
  • Experience with Oracle Health (Cerner) CIS implementations, including planning, design, implementation, testing, go-live, stabilization, and transition‑to‑support activities, is required.
  • Demonstrated experience supporting hospital redevelopment, expansion, activation, or new facility projects, including technology deployment and operational readiness activities.
  • Experience leading multidisciplinary teams and coordinating activities across clinical, operational, technical, facilities, biomedical engineering, and vendor stakeholder groups.
  • Experience managing project governance, schedules, risks, issues, dependencies, and implementation deliverables within a complex healthcare environment.
  • Proven ability to engage and influence stakeholders, including patient care leaders, physicians, clinical staff, operational leaders, and technology teams.
  • Strong analytical, organizational, problem‑solving, communication, and stakeholder management skills, with a high level of accuracy and attention to detail.
  • Demonstrated ability to manage competing priorities and deliver results within a complex, matrixed environment.
