Job description

Job Type & Duration: Full-time, Temporary vacancy (24 months)

Shift Information: Monday - Friday, 35 hours per week

Major Responsibilities:

  • Reporting to the Director, Property Management & Key Assets (or his/her delegate), the Project Manager is responsible for the effective management of planning and programming for key assets.
  • Develops, coordinates and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Works with consultants and internal groups to identify strategic opportunities for assets. Conducts analysis, promotes funding/financing, develops promotional and outreach strategies and tools and supports the implementation of approved plans in consultation with major stakeholders.
  • Manages a team of staff, contractors and/or consultants on a project basis to effectively implement projects, designs, major renovations, rehabilitation, and alterations.
  • Develops long term planning for each asset based on technical assessment of specific building needs.
  • Develops and implements leasing strategies, asset management projects, programming, current policies, financial targets, and community requirements.
  • Provides advice, guidance and technical assistance in the development of construction and renovation programs and on building management, such as preventative maintenance and energy conservation.
  • Estimates short and long term financing requirements and reviews the adequacy of reserves and cash flow requirements.
  • Prepares requests for expressions of interest, leases, and other related documents to attract and retain appropriate tenants for assets under management.
  • Prepares pre-qualification documents to ensure that qualified bidders are obtained to meet the Corporation's accepted standards for specialized project.
  • Prepares contract documents for tender.
  • Evaluates tender documents and consultant proposals and makes recommendations for Council approval.
  • Secures approvals from various regulating and government agencies to enable projects to proceed (i.e. site plan approvals, re-zoning and Committee of Adjustment applications, permits etc.).
  • Develops, prepares and monitors schedules, graphs and maintains accurate records of development and budget on all assigned projects.
  • Ensures that project expenditures are controlled and maintained within approved budget limitations.
  • Develops technical specifications and standards for consultant use, and monitors industry changes and innovations to ensure these documents meet industry standards.
  • Prepares briefing notes, reports, presentations, and other project related documents.
  • Attends Council, committee and community meetings as required.
  • Represents the City on various technical committees including staff and citizen groups.
  • Consults and maintains strong and positive working relationships with stakeholders, funding agencies, consultants and government authorities associated with projects.

Key Qualifications:

  • Post-secondary education in related area such as environmental studies, planning, real estate management, business management, or engineering, and/or the approved equivalent combination of education and experience.
  • Considerable project management experience in developing and implementing tenant strategies, revitalization projects, and business operations for high profile assets.
  • Considerable experience in asset management, portfolio planning and capital planning.
  • Experience effectively organizing and managing tenanting strategies, leasing, project planning, and project delivery.
  • Considerable knowledge of financial incentives, financing tools and budget management.
  • Knowledge of how to interpret drawings and specifications.
  • Highly developed interpersonal and communication skills, both oral and written, with the ability to deliver presentations to management, staff, members of Council and the public.
  • Working knowledge of MS Word, MS Project, Excel, Project Accounting and scanning and imaging software.
  • Knowledge of business case preparation, including the creation of reports, studies, analysis, leases, and ability to make recommendations to support program mandates.
  • Knowledge of related policies, Acts, Codes and legislation including the Ontario Building Code, National and Provincial Fire Codes, Technical Standards Safety Authority (TSSA), Construction Standards Association, Ontario Occupational Health and Safety Act (OHSA), Workplace Hazardous Materials Information Systems, Human Rights Code, Employment Standards Act (ESA), Accessibility for Ontarians with Disabilities Act (AODA) and other related legislation.
