Job description

TTC is seeking a Senior Project Manager with extensive experience managing complex enterprise initiatives and capital project portfolios, with primary accountability for the successful delivery of the Governance, Risk and Compliance (GRC) Program, a key strategic initiative within the ITS Capital Portfolio. The role requires a seasoned project management professional with a proven track record leading multiple concurrent projects, managing complex stakeholder environments, and delivering business-critical technology transformations.

The Governance, Risk and Compliance (GRC) Program is TTC’s flagship initiative to strengthen enterprise governance, enhance risk management capabilities, ensure regulatory compliance, and improve organizational resilience. The program will establish a comprehensive GRC framework that enables TTC to proactively identify, assess, monitor, and mitigate risks while maintaining compliance and operational continuity. The initiative encompasses four critical pillars: Integrated Risk Management, Business Continuity Management, Privacy Management, and Third-Party Risk Management. Given its strategic importance and broad organizational impact, the GRC Program will require strong leadership, executive stakeholder engagement, and disciplined governance throughout all phases of delivery.

In addition to leading the GRC Program, the Senior Project Manager will oversee the delivery of other strategic initiatives within the portfolio, including:

  • Mass Notifications Project: Implementation of a cloud-based Mass Notification System (MNS) that enables designated staff and administrators to rapidly communicate with individuals or groups during emergencies or incidents through multiple channels, including mobile applications, SMS, RCS, and other notification methods.
  • Wayfinding Strategy: Delivery of a system-wide initiative to establish a unified approach to passenger and visitor navigation through standards, tools, and phased implementation of both physical and digital wayfinding solutions. The objective is to create a consistent, accessible, and maintainable program that enhances customer experience. The incumbent must demonstrate experience delivering complex, customer-facing transit technology initiatives, including legacy system modernization, multi-channel communications platforms, GTFS and third-party integrations, and accessibility-focused digital products within a large, regulated public-sector environment.

The incumbent may be assigned other projects within IT Services capital portfolio.

The incumbent will be responsible for ensuring appropriate governance structures, project controls, standards, key deliverables, and success measures are established across all assigned initiatives.

They must effectively communicate project vision and objectives to stakeholders, manage project execution through all phases of the lifecycle, and ensure expected functionality, performance, schedule, and budget objectives are achieved. This position requires a seasoned Senior Project Manager with extensive experience leading the delivery of large-scale, enterprise IT and technology transformation initiatives.

The successful candidate will possess exceptional leadership, facilitation, and stakeholder management skills, combined with strong verbal and written communication abilities.

They must demonstrate a proven track record delivering complex technology projects involving enterprise applications, cloud solutions, systems integration, cybersecurity, data governance, and vendor-managed services within a large, regulated environment.

The incumbent will lead diverse teams comprised of technology, business, functional, and vendor resources, while effectively navigating a complex matrix organization and engaging both capital and operational stakeholders. Strong expertise in IT project governance, technology delivery methodologies, risk management, change management, and benefits realization is essential to ensure successful project outcomes and the achievement of strategic business objectives.

The Project Manager must ensure that TTC senior staff and all other members of the team are kept up to date on all project-related matters and is ultimately responsible for seeing through to completion, all phases of the ITS component of the program.

The Specialist will be required to work 7 hours/day, Monday to Friday at 61 Front Street West – 4th floor, or any other location within the City of Toronto.

2.0 Skills and Certifications
Mandatory Requirements/Skills/Certifications
  • Must hold a current Project Management Professional (PMP) certification from PMI or an equivalent recognized project management certification.
  • Degree in Business Administration, Computer Science, Information Technology, Engineering, or a related discipline.
  • Demonstrated experience leading and delivering Governance, Risk, and Compliance (GRC), Enterprise Risk Management (ERM), Regulatory Compliance, Business Continuity Management (BCM), Privacy Management, Audit Management, and/or Third-Party Risk Management initiatives, including the deployment of GRC frameworks, processes, technologies, and reporting capabilities within large, complex organizations.
  • At least 8 years of experience managing large-scale, cross-functional information technology projects, including enterprise applications, systems integration, cloud- based solutions, and business transformation initiatives; some of them using agile methodology.
  • Hybrid Work – 2 to 3 days in office
Other Skills/Certifications
  • Service Management implementation using ServiceNow platform is an asset.
  • Project Management: Strong knowledge of principles, practices, scheduling, and resource allocation, cost/budget controls and stakeholders’ management.
  • Procurement: Experience with RFP development, evaluation, and award.
  • Leadership: Proven ability to lead diverse, multi-disciplinary teams and resolve complex issues.
  • Communication: Excellent written, verbal, and interpersonal skills; adept at stakeholder management.
  • Analytical Skills: Strong problem-solving, negotiation, and mediation capabilities.
  • Business Knowledge: Familiarity with administration, fiscal and HR policies, and relevant legislation (safety, human rights, employment).
  • Technical Skills: Expertise in MS Project, SharePoint, and Microsoft Office Suite. Advanced skills in project planning, scheduling, and forecasting for capital IT projects.
  • Regulatory Knowledge: Ability to quickly acquire knowledge of Ontario Human Rights Code and accessibility requirements.
  • Additional Assets: Public service and transit experience; familiarity with TTC environment and subway network.

  • Establish work plans, staffing, and recruitment/assignment of personnel.
  • Manage and report on project budgets; support TTC financial planning.
  • Maintain accurate, accessible budget documentation.
  • Ensure program deliverables are met efficiently and cost-effectively.
  • Prepare project reports (weekly/ad-hoc) and Steering Committee presentations.
  • Collaborate with managers and coordinators for communication and resource alignment.
  • Monitor activities for accuracy, quality, and integrity.
  • Summarize external service provider contributions.

  • Support gating process and PMO duties (portfolio reviews, budget submissions).
