Job summary

The Toronto Transit Commission (TTC) is seeking a Project Manager to lead complex, multi-year capital projects from inception to close-out. You will act as the TTC's representative, guiding budgets, schedules, and deliverables while coordinating with internal teams, external agencies, consultants, and government partners.

Qualifications

  • University degree in Engineering, Construction Management, Project Management, or related field.
  • Full membership in the Association of Professional Engineers of Ontario (PEO) required.
  • Project Management Professional (PMP) designation is an asset.
  • Experience managing large multi-disciplinary capital projects with multiple stakeholders.

Responsibilities

  • Lead the delivery of complex, multi-year capital projects from initiation through close-out.
  • Act as the TTC's representative, ensuring project objectives are achieved.
  • Manage multiple concurrent projects with annual portfolios valued at about $10M-$15M.
  • Define scope, budgets, schedules, and deliverables aligned with priorities.
  • Coordinate with internal/external stakeholders and manage contracts and procurement.
  • Develop and monitor budgets, schedules, and cost-loaded work plans.
  • Identify risks and implement mitigation strategies.
  • Prepare project approvals, business cases, and status updates for senior management.

What You Will Do
  • Lead the delivery of complex, multi-year capital projects from initiation through design, procurement, construction, commissioning, and project close-out.
  • Act as the TTC's representative, exercising project management authority and ensuring project objectives are achieved.
  • Manage multiple concurrent capital projects and contracts, with annual project portfolios valued at approximately $10M-$15M.
  • Define project scope, objectives, budgets, schedules, and deliverables, ensuring alignment with organizational priorities.
  • Engage and collaborate with internal stakeholders, external agencies, consultants, contractors, and government partners throughout the project lifecycle.
  • Coordinate and oversee engineering design, tender preparation, contract procurement, and construction management activities.
  • Develop, monitor, and maintain project budgets, schedules, forecasts, and cost-loaded work plans.
  • Identify project risks and implement strategies to mitigate impacts to scope, schedule, budget, quality, and safety.
  • Lead project reviews and provide recommendations on scope, schedule, budget adjustments, and value engineering opportunities.
  • Prepare and present project approvals, business cases, reports, status updates, and recommendations to senior management and external stakeholders.
  • Manage consultant and contractor performance, including contract administration, change management, progress payments, and claims resolution.
  • Review and provide input on legal agreements, contract documents, and commercial terms associated with project delivery.
  • Coordinate annual updates to the department's multi-year capital program and project forecasts.
  • Oversee on-site construction activities, ensuring compliance with project requirements, quality standards, safety regulations, and TTC procedures.
  • Direct project commissioning, turnover, and deficiency resolution to ensure successful project completion and operational readiness.
  • Foster effective collaboration among multidisciplinary teams to ensure projects are delivered on time, within budget, and to established quality standards.

What Qualifications Do You Bring?
  • University degree in Engineering, Construction Management, Project Management, or a related discipline, or an equivalent combination of education and experience.
  • Full membership in Association of Professional Engineers of Ontario (PEO) required.
  • Project Management Professional (PMP) designation is an asset.
  • Extensive experience managing heavy construction, infrastructure, transit, or other large multi-disciplinary capital projects.
  • Experience overseeing project scope, budgets, schedules, contract administration, construction execution, and commissioning activities.
  • Experience preparing and managing tender documents, consultant assignments, and construction contracts.
  • Demonstrated ability to lead complex, multi-disciplinary engineering and construction projects from concept through completion.
  • Proven experience managing large-scale capital projects, multiple stakeholders, consultants, contractors, and competing priorities.
  • Strong analytical, problem-solving, and decision-making skills with the ability to evaluate options and implement effective solutions.
  • Excellent leadership, organizational, interpersonal, negotiation, and conflict resolution skills.
  • Strong verbal and written communication skills, including the ability to prepare and present complex reports, business cases, and project updates to senior leadership and external stakeholders.
  • Experience negotiating contract changes, resolving claims, and managing project risks and issues.
  • Proficiency with project management software, scheduling tools, and Microsoft Office applications.
  • Ability to work independently, exercise sound judgment, and make timely decisions in a fast-paced environment.
