Key Responsibilities:
Technical Leadership & Program Support:
- Serve as the technical lead over the assigned engineering team on a program.
- Lead or participate in program peer reviews, gate reviews, design reviews, and program management reviews (PMRs).
- Coordinate technical activities across Integrated Product Teams (IPTs).
- Conduct weekly/monthly Cost Account Management (CAM) reviews with IPTs.
- Ensure technical, cost, and schedule performance for all engineering-related content on the program.
- Provide engineering direction while reporting to the Program Engineering Manager (PEM), who oversees overall program engineering success.
Strategic & Cross-Functional Influence:
- Communicate with internal and external stakeholders to influence leadership toward adopting new practices and concepts.
- Recommend tactics and strategies that impact overall business or functional results.
- Lead process improvements or develop new systems, leveraging conceptual reasoning and technical insight.
- Build strong internal and external relationships and manage interpersonal dynamics with professionalism.
- Interface confidently with senior civilian government, DoD, and industry leaders.
- Demonstrate proactive leadership, sound judgment, and critical thinking.
Analytical & Risk Management:
- Formulate thorough analyses using input from multiple sources and stakeholders.
- Ask critical questions and apply a systematic risk-based approach to performance measurement.
- Identify and mitigate technical, cost, and schedule risks associated with Training System maintenance and upgrades.
Qualifications & Education:
- BS degree in Engineering or equivalent experience required.
- Minimum of 9 years of technical/project experience, including Traditional and Agile Program Execution methods.
- Experience in the military or defense industry.
- Proven ability to thrive in high-pressure, fast-paced development environments.
- Strong critical thinking, problem-solving, and logical reasoning skills.
- Willingness to take ownership and accept accountability.
- Open to constructive feedback and professional growth.
- Experience with tools such as ClearCase, ClearQuest, DOORS, and Earned Value Management (EVM).
- Must have an active DoD Secret (or higher) clearance granted or renewed within the last 5 years.
- Must be able to obtain and maintain Special Program Access prior to start.
- Flexible availability for occasional overtime, weekend work, shift work, and CONUS travel.
- U.S. citizenship required due to government contract requirements.
Preferred Skills:
- Experience in the Modeling and Simulation industry.
- Demonstrated success as the primary technical interface with DoD customers.
- Experience supporting business development efforts and cultivating new opportunities.
- Familiarity with DevSecOps and tools such as Atlassian, Jenkins, Ansible, Docker, etc.
- Knowledge of Open Mission Systems/Universal Command and Control Interface (OMS/UCCI).
- Experience with the Scaled Agile Framework (SAFe).
- Skilled in Agile toolsets: JIRA, Confluence, Bitbucket, etc.
- Experience in modeling resources and CI/CD pipelines.
- Proficient with software change control and change management tools like GitHub, GitLab, Jenkins.
- Demonstrated mentorship and coaching abilities.
- Excellent time management and organizational skills for managing concurrent program responsibilities.
- Current Special Access Program (SAP) access preferred.
Security Responsibilities:
- Must comply with all company security and data protection policies and procedures.
- Personally responsible for the proper marking, storage, and handling of all sensitive information.
- Must not share information with anyone without appropriate need-to-know or management approval.
- All government and proprietary data must be accessed and stored only on company-provided systems.
- Candidate must be eligible for a DoD personal security clearance.
- U.S. citizenship is required due to government contracts.
