Bruce Power is seeking a Program Manager, IT Projects to lead Moonshot initiatives that modernize core business processes, data platforms, and IT delivery. You will manage inter-related IT projects, balance safety, quality, schedule, and cost, and report to the IT Senior leadership team.

In support of achieving excellence and business results through safe, reliable operations, our IT Division is currently hiring for a Program Manager, IT Projects with focus on Project Moonshot. Project Moonshot is Bruce Power’s strategic enterprise modernization initiative focused on transforming core business processes, technology platforms, and data capabilities to improve operational efficiency, reliability, and user experience. The Program Manager, IT Projects is accountable for leading and safely delivering a program of inter-related Information Technology projects for Bruce Power that expertly balances the competing demands of safety, quality, schedule and cost. The technology program is aligned to the enterprise strategic technology plan and includes such projects as enhancements or upgrades for enterprise solutions, technical infrastructure upgrades, implementation of new enterprise solutions including applications, infrastructure and integrations.

Key Responsibilities

Directs the efforts of Project Managers and or integrated project team members in the delivery of their assigned missions and holds such accountability for the entire program or project lifecycle from inception to closeout. This includes responsibility for the oversight, reporting, communication and overall execution of a multi-year strategic technology program (i.e. Moonshot). Maintains compliance with four pillars of nuclear safety (Reactor, Industrial, Radiological, and Environmental) and upholds Bruce Power’s Safety First - Our Number One Value. Complies with and oversees execution of the policies, processes, and procedures in the management system that governs projects/program delivery and ensures execution is efficient and effective. Directs Project Managers and/or the integrated project team (IPT) members in their execution of project delivery processes and reporting systems to ensure consistent, effective high-quality program/project management through each phase of the program/project lifecycle. Provides disciplined financial oversight of a large, multi-year budget, including leading month-end forecasting, accruals and variance management to maintain cost control and enable timely corrective action. Ensures with the program/project team the development, communication, implementation, update and continual use of the Project Management Plan (PMP). Reviews and approves project control systems which measure progress/performance, provide early warning of deviations from the PMP, and identify corrective actions to be taken. Accountable to make senior management aware of issues, risks, threats, and opportunities to the performance of the program/project. This role acts as a trusted member of the IT Senior leadership team. Collaborates and coordinates efforts, with Bruce Power section/department managers, to ensure project teams receive the necessary support from technical and non-technical disciplines and to ensure that their work priorities are aligned and integrated with program and project team requirements, schedules and budgets. Establishes program communication plans to ensure related projects are communicating effectively. Guides staff on how to proceed when problems are encountered to ensure that they are resolved promptly, and that decisions and initiatives are in line with divisional goals and strategies. Supports a work environment characterized by innovation, creativity, teamwork, transparency, integrity, and respect and works to develop processes that produce consistent, high-quality project outcomes. Promotes a learning environment, continuous improvement and performance improvement and works with the project teams in fostering and enabling this culture. Actively uses lessons learned to improve project performance.

Knowledge and Skills

Knowledge of management systems and procedures of highly technical disciplines. Knowledge of project controls, in particular Earned Value Management Techniques, Project Risk Management, Change Management. Knowledge of Information Technology systems and the delivery of interdependent technologies at an Enterprise level. Knowledge of Organizational Change Management (OCM) methodologies. Persuasive, credible, and polished communicator with excellent interpersonal and multidisciplinary project skills. A team player, who can interrelate and operate effectively with peers and other associates within a collegial, yet demanding, work environment. An individual who is able to handle a variety of constituencies, juggle multiple tasks simultaneously and thrive in a complex environment with multiple priorities. Fast learner with strong proficiency in project delivery tools (e.g., P6, MS Project, ServiceNow). Intermediate Excel skills for cost management, including formula maintenance, validation, and error checking. Confident communicator who can engage and present effectively to senior leaders and executives. Proactive, self-directed and resilient, with the ability to succeed in evolving or less-defined roles. Experience supporting contract negotiations and procurement activities; IT software contracts and RFP experience are desirable. Strong analytical and problem-solving skills with the ability to identify risks, issues, and mitigation strategies early.

Education and Experience

A university degree in engineering, science, project management, or business administration. A minimum of 8 years of experience as a mid to senior-level Project Manager, with at least 5 years of running complex projects in a safety-critical or regulated environment such as on a nuclear licensed site. Demonstrable record of project management and leadership skills on a high value capital construction programs/projects within the expected scope, quality, schedule, and budget. Experience (may be from more than one project) must span the entire program or project lifecycle from inception to closeout. Certification by the Project Management Institute (PMI) as a Project or Program Management Professional (PMP, PgMP) and/or demonstrated familiarity with the PMI Project Management Body of Knowledge (PMBOK®) is an asset.
