Job summary

BC Hydro is seeking a Program Manager 1, Access to lead the annual Access work plan across the NI & SI regions of British Columbia. The role will require managing complex access projects from inception to completion, developing detailed project plans and budgets, and ensuring quality metrics and cost-effective execution.

You will oversee contractor resources, engage with Indigenous relations teams, and support contract development for forestry and vegetation management.

Qualifications

  • Minimum eight years of related industrial forestry experience focusing on forest management, operations, planning and stakeholder engagement.
  • Five years of forest operations experience within multidisciplinary capital projects.
  • Knowledge of BC forest legislation, environmental and water resources regulations, and heritage resources.

Responsibilities

  • Contribute to the annual work plan and manage multiple access projects from start to finish.
  • Develop project plans with scope, budget, schedule and team responsibilities.
  • Establish quality metrics and monitor progress for cost-effective delivery.
  • Manage project scope, timeline and budget with innovative planning and execution.
  • Coordinate contractor resources and ensure effective project execution.

What you’ll do
  • The Program Manager 1, Access reports to the Capital Forestry & Access Manager in Vegetation & Access Management, and is responsible for a key role in managing and delivering the annual Access work plan across the NI & SI of British Columbia. The successful candidate will be required to:
  • Contribute to the annual work plan, and manage a number of access projects of considerable size, diversity, complexity and risk. Assume responsibility from inception to successful completion.
  • Develop project plans, including scope, budget, schedule and project team responsibilities in order to accomplish project objectives.
  • Establish quality metrics for the implementation of the project and monitors progress to ensure the work is carried out in the most cost effective manner using project management principles.
  • Manage the implementation of the project within agreed upon scope, timeline and budget, using significant innovation in the planning, analysis and execution of tasks and a high level of judgment in the assessment and resolution of diverse and unique issues.
  • Manage a diverse range of contractor resources in the successful execution of the program.
  • Investigate and analyze challenging problems which may be unique to BC Hydro, evaluate risks and apply innovative solutions.
  • Fulfill the role of a forestry Subject Matter Expert for BC Hydro and its clients, and assist, the Indigenous Relations Team with consultation (as required).
  • Assist with the development of contract scope, specifications and associated documents for forestry and vegetation management contracts.
  • Implement and administer layout/engineering contracts for professional and technical activities as well as construction contracts. This will include, but may not be limited to,access planning and management, road layout/design, bridge site plans, water course classification, cost estimate and options analysis, and contract management (completing periodic reports or updates with regards to schedule, progress, conformance or compliance, payment and any other activities as required).
  • Schedule and requirements of other project Teams, such as Operations, Lines, Properties, Archaeology, Environment, Regulatory/Permit, Procurement, Safety and Construction and that that progress or updates are conveyed in periodic reports, as required.
  • Communicate professionally and effectively both orally and in writing with clients, forest industry stakeholders, utilities, contractors, private landowners, First Nations, the public and various levels of government.
What you bring
  • The successful candidate will be:
  • A Registered Professional Forester (RPF) in good standing with the Association of BC Forest Professionals.
  • Those that are eligible for professional registration in British Columbia as a Registered Professional Forester (RPF) may also be considered.
  • Experienced, with a minimum of eight (8) years of related industrial forestry experience with emphasis on forest management, forest operations, forest planning, stakeholder engagement, timber harvesting and road construction and planning or a minimum of five (5) years of experience in forest operations within multi-disciplinary construction/capital projects.
  • Knowledgeable of legislation and regulations governing forest practices, environmental and water resources, Cultural and Heritage resources, and Utilities in BC; as well as additional commitments ascribed under environmental certification.
  • Able to manage, adapt to change, and deliver a quality work product in a multi-disciplinary environment.
  • Competent with Microsoft Office Suite of applications and Adobe.
  • Must hold a valid BC Driver’s License.

  • This is for one (1) full-time permanent (FTR) Group 44 M&P opportunity, based out of Kamloops, BC.
  • This position will require regular travel around the province and overnight stays.
  • A condition of employment in this role is that you maintain your Class 5 Driver's License in good standing.
