Job summary

BC Hydro in Burnaby, BC, seeks a senior Manager to lead the newly formed Business Planning & Regulatory Support team. You’ll drive strategy, governance, regulatory compliance, and performance reporting for Environment, overseeing PMO, asset management, and permitting functions.

You’ll mentor multidisciplinary teams, build cross‑functional partnerships, and align initiatives with corporate priorities, delivering strategic insights and risk guidance for executives.

Qualifications

• Bachelor’s degree in a relevant discipline such as engineering, business, environmental sciences, or related field.
• 10 years of relevant experience incl. 8 years in progressively complex projects or programs with change and people impacts.
• Experience with project, physical and operational asset, and contract management is an asset.
• Strong leadership, mentoring, and staff development capabilities.
• Proven strategy development and implementation experience with cross‑functional teams.
• Demonstrated success in stakeholder relationships across executive to field operations.
• Negotiation and conflict resolution experience with multiple stakeholders.

What you’ll do

• We have an exciting opportunity for a leader to manage the newly created Business Planning & Regulatory Support team, ensuring Environment’s business processes, planning, regulatory support, and reporting functions are efficient, compliant, integrated, and well supported. Reporting to the Director of Environment, the Manager, Business Planning & Regulatory Support provides leadership and overall direction for policy and strategy development, business planning, program implementation support, regulatory compliance, and related performance reporting. This role manages the Project Management Office, Asset Management, Regulatory Permitting, and Strategy & Framework functions within Environment.


• Lead the Business Planning & Regulatory Support team, providing strategic direction, people leadership, and accountability for business planning, governance, regulatory compliance, performance reporting, and program implementation.


• Oversee the Project Management Office (PMO), Asset Management, Regulatory Permitting, and Strategy & Framework functions within Environment.


• Develop and implement business cases, change plans, governance processes, and continuous improvement initiatives that strengthen operational efficiency, compliance, and long-term program sustainability.


• Lead cross-functional collaboration with internal stakeholders, subject matter experts, and delivery partners to resolve complex business challenges and advance organizational improvements.


• Establish integrated performance monitoring, compliance tracking, and reporting processes that support transparency, accountability, risk management, and continuous improvement.


• Prepare strategic reports, recommendations, briefing materials, and presentations to support executive and senior leadership decision-making.


• Provide leadership, coaching, and direction to multidisciplinary teams, particularly during periods of organizational change, transformation, and evolving regulatory or business requirements.


• Align environmental strategies, business plans, and governance initiatives with broader corporate objectives and priorities.


• Build and maintain effective relationships with regulators, government agencies, and key stakeholders to advance regulatory and environmental objectives.


• Provide strategic oversight of environmental permitting, regulatory approvals, compliance obligations, and related risks for major infrastructure projects and physical works.


• Lead environmental asset management and PMO functions, including long-term planning, capital and operational investment strategies, financial stewardship, contract delivery, and performance management.


• Ensure programs, projects, and physical works are effectively planned, contracted, and delivered through the Environment Project Specialist Team.


• Act as a trusted advisor on environmental, regulatory, and enterprise initiatives, providing strategic analysis, risk insights, governance support, and executive-level guidance.

What you bring

• A Bachelor’s degree in a relevant discipline such as engineering, business, environmental sciences, or a related field.


• A minimum of 10 years of relevant experience, including 8 years managing progressively complex projects, programs, or business improvements involving significant process change and people impacts.


• Experience with project, physical and operational asset, and contract management would be an asset.


• Exceptional leadership skills, including experience leading larger teams and demonstrated ability to mentor, coach and develop staff.


• Proven ability to lead strategy development and implementation plans that meet business needs through integrated business unit teams and working groups, with sound judgment and considerable independence in analyzing and resolving complex issues.


• Demonstrated success managing stakeholder relationships across a cross-section of the business, including executive and senior management tables, project initiators, business group representatives, corporate teams, and field operations.


• Proven experience in negotiation and conflict resolution, including issues involving multiple stakeholders with diverse interests and needs.


• Proven experience organizing, modelling, and translating data into actionable insights and reporting capabilities that support strategic decision-making and operational effectiveness.


• Excellent written, verbal, facilitation, and presentation skills, with the ability to adapt communications for audiences ranging from field teams to senior management and to build commitment, credibility, and action.


• Experience working in a relevant industry and in a complex, team-based environment requiring strategic consideration of multiple stakeholder needs.


• Extensive understanding of regulated environments, including environmental permitting, compliance obligations, reporting requirements, and governance expectations would be an asset.


• Knowledge and experience with environmental compliance programs, including incident identification, classification, investigation, resolution, related documentation, and use of compliance management systems would be an asset.
