- Develops program strategic plans and ensures operational plans are developed for Community & Family Services.
- Ensures all program components are implemented.
- Develops, implements, and evaluates program goals that support the annual program operational plan, including identifying gaps in service and developing new initiatives and partnerships.
- Facilitates implementation of Territorial standards and best practices reflecting the economic and service environment.
- Ensures best practices are researched and implemented.
- Develops and updates program policies and guidelines.
- Develops program evaluations and commits to quality improvement.
- Works with service and management teams to ensure program and guest needs are being addressed on an ongoing basis.
- Anticipates and mitigates program risks to staff and guests, including health and safety issues, policies, and procedures etc.
- Ensures best practices for guest engagement, including supporting guest service team in coordinating and communicating case plans for guests
- Maintains and promoted positive working relationships / partnerships with community stakeholders.
Responsibilities
- Ensures programs are fully staffed with qualified staff and that staff are equipped and engaged in their work, as work well with other departments to create unity and flow of services.
- Hires, orients, trains, supports, evaluates and retains direct reports.
- Grows, develops, and coaches direct reports to meet client needs, increase program effectiveness and continuous quality improvement related to programs services.
- Ensures effective utilization, support, evaluation, and retention of volunteers for programs this position oversees.
- Ensures compliance with all legislation and workplace policies and practices.
Health and Safety
- Identifies and implements effective practices for risk management to ensure workplace safety for programs this position oversees, minimizing liability and enhancing / upholding the reputation of The Salvation Army.
- Works in compliance with OH&S Act and Regulations and ensures compliance The Salvation Army’s health and safety policies and procedures.
- Ensures that the equipment, materials, and protective devises as prescribed and regulated (OHS) are provided and maintained in good condition.
Administration
- Works with other members of the management team to develop consistent tools to streamline processes and create statistics, measurable evaluation, and reports.
- Participates as a member of the on-call supervisory team on a rotational basis (includes after-hours and weekends.)
- Stakeholder engagement which may include sitting on external and internal committees or boards.
Job Requirements & Conditions
Education, Qualifications and Certifications :
- Bachelor’s degree in a related field with preference to Human Services or Social Work.
- First Aid and CPR Certification
- Valid Class 5 Driver’s License with a clean driver’s abstract.
- Criminal Record Check, including a Vulnerable Sector Search, with satisfactory results.
- Security Clearance from Public Services and Procurement Canada is mandatory.
- Other certification required by The Salvation Army and federal / provincial legislation or willingness to complete once hired .
Qualifications
Experience and Skilled Knowledge Requirements
- A minimum of five (5) years of experience in the social service sector, including leadership, financial management, program, and social service management experience.
- Experience working with people experiencing homelessness and supporting individuals in housing.
- Respect and understanding of The Salvation Army – its mission, vision, and values
Skills and Capabilities :
- Strategic Planning, program development and evaluation.
- Excellent communication skills (verbal / written); strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility; strong skills in MSOffice 365 (Outlook, Excel, TEAMS, Word, PPT) to prepare / present information. Able to work collaboratively with sector agencies.
- Leads with effective change management and staff engagement principles to promote excellence and strong teams.

Working Conditions :
- 40 hours work week
- Work location is Yellowknife Resource Centre.
- On-call on a rotational basis.
- 3500 per year Vacation Travel Allowance is provided.
