SCOPE OF POSITION:
The Program Manager is part of a management team that works collectively to ensure that NROCRC is delivering on their strategic plan. Policies, Operational Strategies, Funder Relations, Human Resource, Evaluation, Performance Reviews and Partnership Development are all aspects of the job. The individual is responsible for providing direction and supervision to a core staff team that delivers services, programs, activities in multiple neighbourhoods in Nepean, Rideau and Osgoode.
The successful candidate must commit to work within Nepean, Rideau, and Osgoode Community Resource Centre’s model of Community Development.
JOB SPECIFIC RESPONSIBILITIES:
Program Management:
- Prepares and manages multiple program budgets in coordination with the Executive Director and the Operations Manager
- Recommends the hiring, supervises and evaluates a multi-disciplinary team of professionals
- Collaboratively with an NROCRC team identifies program and service in consultation with internal and external service providers and community groups
- Works closely with funding agencies, private sector, potential donors regarding community needs, program design, development and evaluation
- Develops, coordinates and supervises methods to collect and analyze data to monitor and develop organization service delivery
- Develops policies and procedures related to programs and participates in the development of policies and procedures for the Centre
- Develops and implements mechanisms to ensure effectiveness of service delivery
- Works closely with other programs within NROCRC
- Liaises with service providers outside the organization and with community groups to ensure the effective delivery of services
- Discusses with partners sustainability of programs and activities-negotiates cost sharing arrangements and In-Kind support
- Proposal writing, supervision and support of projects within the team
- Schedule monthly program meetings with core staff and performance review meetings
- Facilitate partnerships with organizations that align with our values
- Provide the volunteer coordinator with specific volunteer needs for programs and events. Support the onboarding process of students and volunteers as needed.
Human Resources
- Monitors and provides leadership on the performance review process for program staff
- Implement the performance review process with specific staff and review progress annually
- Ensure the implementation and approval of timesheets is accurate
- Review, sign external program, rental agreements as needed
- Monitor specific program budgets and support staff responsible for these budgets.
- Approve expenses- ensure receipts-invoices and receipts are submitted
- Submit financial reports to funders as required
Senior Management:
- Contributes to the effective delivery of services and the efficient administration of the organization
- Provides advice and assistance to the Executive director by:
- Keeps the Executive Director informed of all aspects of the operations of the Centre
- Assumes responsibility for the organization in their absence in coordination with the management team
- Brings issues to their attention that may affect the community
- Assists with the facilitation of general staff meetings
- Attends Coalition meetings at the management level
- Provides leadership and training to program staff for the client database (SUMAC)
Qualifications:
- Bachelor-degree in social work, project management, community development, administration or equivalent education and experience
- A minimum of 5 years experience working in a supervisor or management level position
- Demonstrated ability to manage and support a diverse team of community developers, program coordinators, program workers and students
- Demonstrated knowledge and experience managing program budgets with multiple funding streams
- Demonstrated understanding of community development and its application
- Experience with grant application writing and reporting to funders
- Ability to communicate effectively (written & verbal) in both English and French - other languages are an asset
- Demonstrated ability to work effectively within a multi-disciplinary team and independently
- Proven partnership development knowledge-process-retention and recognition
- Ability to work in a way that advocate respect for diversity and inclusiveness and respects the individuals’ right to make decisions
- Ability to work flexible hours as required
A valid driver’s license and access to a motor vehicle are required
