Job summary

Canadian Mental Health Association, Ottawa Branch (CMHA Ottawa) is seeking a Program Manager to lead clinical services using a recovery-oriented and Housing First approach. You will oversee evidence-based programs, supervise staff, and ensure high-quality care for individuals with serious mental illness and co-occurring disorders.

The role requires a Master’s in Social Work or related field, five years of clinical experience, and two years of supervisory work.

Qualifications

  • Master’s degree in Social Work or related field.
  • Minimum five years of clinical work with vulnerable individuals (serious mental illness, homelessness/substance use).
  • At least two years of supervisory experience.
  • Registered with a regulated Ontario college and authorized to perform psychotherapy.
  • CBT, DBT, and concurrent disorder experience; individual and group therapy.
  • First Aid/CPR; ASIST certification; valid G driver’s license.

Responsibilities

  • Provide leadership and direction in program management and delivery of evidence-based, client-centered services.
  • Oversee Concurrent Disorders, Smoking Cessation, and DBT programs; ensure high-quality counselling and treatment services.
  • Support staff in serving individuals who are homeless and/or have co-occurring disorders; ensure recovery-oriented practice.
  • Ensure compliance with relevant policies, legislation, and therapeutic standards; collaborate withDirector and community partners.
  • Participate in ongoing quality improvement and staff development.

The Canadian Mental Health Association-Ottawa Branch (CMHA Ottawa) is an independent, community-based non-profit organization supporting individuals in the Ottawa area with severe and persistent mental illness and/or substance use disorder, many of whom are experiencing chronic homelessness or are vulnerably housed. We are dedicated to promoting good mental health, developing and implementing sustainable support systems and services, and encouraging public action to strengthen community mental health services and related policies and legislation.

Type of Position: Permanent, Full Time

Hours of Work: 35 hours per week, Monday to Friday 8:30 am - 4:30 pm

Pay Rate: $53.6835 - $65.3120

Please note this is a non-unionized role.

POSITION DESCRIPTION:

Under the direction of the Director, the Program Manager provides leadership and direction in the overall management of their responsible programs. This includes overseeing the delivery of high-quality, evidence-based, and client-centered clinical services using a recovery-oriented and Housing First approach. The Program Manager supports staff in assisting individuals who experience severe and persistent mental illness, are homeless or at high risk of homelessness, and have co-occurring substance use disorders. In addition, the Program Manager provides operational and clinical oversight for the Concurrent Disorders Program, including Smoking Cessation services, and the Dialectical Behaviour Therapy (DBT) Program, ensuring the effective delivery of evidence-based group and individual counselling and treatment services that support clients' mental health, substance use, and recovery goals.

QUALIFICATIONS:

Education: Completion of a Master’s Degree or equivalent in Social Work (MSW) or a related field.

Experience: A minimum of five years recent relevant clinical work with vulnerable individuals, specifically people who have serious mental illness as well as individuals who are homeless, who have substance use disorders, and/or who have been in conflict with the law. A minimum of two years of supervisory experience is required for this position.

Professional Affiliation: Registered and in good standing with a regulated health profession college in Ontario and authorized to perform the controlled act of psychotherapy within their professional scope of practice. This may include Registered Psychotherapists, Registered Social Workers, Occupational Therapists, or Registered Nurses with relevant psychotherapy education, training, and experience.

Qualifications: Trained in CBT, DBT, Concurrent Disorder and in providing individual and group therapy.

Certifications: First Aid / CPR, ASIST (Applied Suicide Intervention Skills Training) others as applicable.

License and Vehicle: A valid class G driver’s license, vehicle, and proof of insurance

Other: Legally able to work in Canada, able to provide a Vulnerable Sector Police Record Check, and proof of academic achievement

Location: 311 McArthur Ave., work on-site and in the community
