Qualifications

Job description

The SE Research Centre conducts impact-oriented health services research to synthesize, generate, translate, adapt, and directly apply evidence in the design, delivery, and evaluation of person- and family-centred health and social care services.


The primary role of the Program Evaluation Specialist is to support the design, and lead the implementation, and knowledge mobilization of program evaluations that support the continuous improvement, adaptation, spread, scale, and sustainability of innovative health and social care programs, services, and strategic initiatives across SE Health. Working closely with leaders, clinicians, operational teams, corporate functions, and external partners, the Program Evaluation Specialist applies program evaluation, quality improvement, and Learning Health System approaches to generate actionable evidence that informs decision-making and organizational learning.


The Program Evaluation Specialist is responsible for developing evaluation frameworks, theories of change, measurement strategies, and mixed-methods evaluation plans; collecting, analyzing, and synthesizing quantitative, qualitative, administrative, and operational data; and translating findings into actionable recommendations. The Program Evaluation Specialist also facilitates cross-functional collaboration, builds organizational evaluation capacity, and contributes to the advancement of SE Health's Learning Health System through evaluation, shared learning, and evidence-informed improvement.


POSITION RESPONSIBILITIES:

Evaluation Design & Implementation

Collaborate with scientific, clinical, operational, strategic, corporate, and enabling functions to identify evaluation priorities, questions, and success measures.


Design evaluation protocols/plans in consultation with a research scientist, including evaluation frameworks, logic models, theories of change, measurement plans, and performance indicators—seeking research ethics review as appropriate.


Lead the implementation, and management of evaluations of innovative health and social care programs, services, and strategic initiatives across SE Health.


Apply mixed-methods, developmental, utilization-focused, realist, implementation, and quality improvement evaluation approaches as appropriate.


Collect, analyze, interpret, and synthesize qualitative, quantitative, administrative, operational, and survey data to assess implementation, outcomes, impact, and sustainability.


Identify contextual factors, barriers, facilitators, and implementation determinants that influence program success.


Develop evidence-informed recommendations to support program improvement, adaptation, spread, scale, and sustainability.


Ensure evaluations incorporate health equity, person- and family-centred care, and Learning Health System principles.


Lead the development of evaluation reports, executive summaries, briefing notes, presentations, infographics, data visualizations, and other knowledge products.


Translate complex findings into practical insights and actionable recommendations for leaders and teams.


Share evaluation findings, lessons learned, and promising practices across SE Health to strengthen organizational learning.


Support dissemination activities including conference presentations, peer-reviewed publications, and external knowledge-sharing opportunities where appropriate.


Contribute to organizational performance reporting and strategic decision-making through evidence synthesis and interpretation.


Organizational Learning, Consultation & Capacity Building

Facilitate cross-functional working groups, communities of practice, and collaborative improvement initiatives.


Provide evaluation consultation and methodological guidance to leaders, teams, and project groups across SE Health.


Promote the application of Learning Health System principles, implementation science, and evaluation best practices across the organization.


Attend SE Health's Research, Evaluation and Quality Improvement (REQI) Committee meetings as appropriate to support projects/initiatives with an evaluation focus.


Build evaluation capacity among leaders and project teams through coaching, training, consultation, and resource development.


QUALIFICATIONS:

Education and Experience

Master’s degree in a health-related discipline from a recognized university, supplemented by formal training in program evaluation methodologies (e.g., graduate certificate, diploma, university coursework, specialized professional development, or equivalent demonstrated training).


Minimum 5 years of progressive experience in program evaluation, quality improvement, implementation science, applied health services research, or health system improvement.


Demonstrated experience leading evaluations of health, community, or social care programs, services, or strategic initiatives.


Experience developing evaluation frameworks, logic models, theories of change, measurement plans, and performance indicators.


Experience facilitating cross-functional collaborations involving clinical, operational, leadership, and community partners.


Experience producing reports, presentations, briefing materials, and other knowledge mobilization products for diverse audiences.


Tri-Council Policy Statement (TCPS 2): Ethical Conduct for Research Involving Humans certification.


GBA+ training or demonstrated experience incorporating equity considerations into evaluation design and implementation.


SKILLS AND COMPETENCIES

Strong knowledge of program evaluation, quality improvement, and Learning Health System principles.


Experience applying qualitative, quantitative, and mixed-methods approaches in real-world health and social care environments.


Strong analytical and critical thinking skills, including the ability to interpret and synthesize multiple sources of evidence.


Ability to facilitate collaborative discussions and build consensus among diverse stakeholders.


Strong project management skills, including planning, coordination, stakeholder engagement, and risk mitigation.


Excellent oral and written communication skills.


Ability to manage multiple priorities and work independently in complex organizational environments.


Diplomacy, relationship-building, consultation, and influence skills.


Proficiency with data collection, analysis, visualization, and reporting tools.
