Job summary

Alberta Infrastructure is responsible for delivering about one quarter of the Alberta government’s Capital Plan, which addresses the provincial infrastructure needs of Alberta’s population that support key social programs and services and economic development.

The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta’s population. Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

The Health Facilities Provincial Program Analyst supports key department priorities and frameworks of the various health facility provincial programs within the Capital Project Delivery Division.

Reporting to the Senior Manager, Provincial Programs, the Program Analyst will apply strong attention to detail to analyze and track various types of program project related reports and corresponding invoices, ensuring adherence to Program guidelines, agreements, scope, budget and procedures. This position will communicate the results of the data analysis, including trends, and any issues in written and verbal form to the Senior Manager and the Provincial Programs team. This position will assist with the review of all relevant monthly, quarterly and annual reports. This role will also participate in a variety of additional activities when required such as various meetings with stakeholders, process improvement initiatives and health facility inventory updates.

These responsibilities are performed in accordance with legislation, policies, and guidelines and standards applicable to capital projects and infrastructure maintenance, relevant department and Government policies, procedures, and business plans, and broad objectives established by senior management.

The primary responsibilities for the Program Analyst include, but are not limited to:

• Interpreting, communicating and assessing the Public Health Corporation (Health Shared Services) compliance with relevant Government and department policies, regulations, standards, processes, initiatives, and expectations
• Gathering required documentation for the Government and department annual budget processes
• Accessing, interpreting and analyzing multi-year Provincial Programs Progress reports from the Health Sector Corporation (Health Shared Services)
• Supporting ongoing committee and working groups responsible for addressing program related issues, reviewing prioritization processes by the Health Sector Corporation (Health Shared Services), updating processes and guidelines
• Assisting with the analysis of project progress and cashflow requirements, expenditures and processing of payments to the Health Sector Corporation (Health Shared Services)
• Preparing briefings, action request responses and recommendations on issues.

Required:

• University graduation in Business or a related field
• PLUS Two (2) years of directly related experience

Assets:

• Experience in capital planning and/or experience with healthcare facilities
• Minimum of 2 years' experience in the field of project management, health facility maintenance management or process improvement and implementation.

Notes

This position is a Permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
