Job summary

Dalhousie University in Halifax, NS, seeks a Product Manager for Identity & Access Platforms to lead the IAM ecosystem, overseeing governance, authentication, and platform delivery for secure, scalable, and user-focused solutions.

Reporting to the Director of Digital Solutions, you will lead IAM architecture, access management, and service improvements, coordinating with IT, Cybersecurity, HR and faculties to deliver RBAC, SSO, MFA, and SCIM provisioning.

Qualifications

  • Experience managing enterprise IAM platforms (e.g., Microsoft Entra ID/Azure AD, Okta) and leading governance initiatives.
  • Strong knowledge of authentication protocols and standards (SAML, OAuth, OIDC, SCIM).
  • Experience leading technical teams and engaging stakeholders across IT, HR, and faculties.
  • Proven ability to translate business and security requirements into secure IAM solutions.

Responsibilities

  • Provide leadership for the IAM portfolio and deliver roadmaps aligned with institutional priorities.
  • Lead a team responsible for IAM architecture, access management, platform support, and service improvement.

Job Summary

Digital Solutions within Information Technology Services ( ITS ) enables and supports enterprise digital platforms that advance Dalhousie University’s academic, research, and administrative priorities. Reporting to the Director, Digital Solutions, the Product Manager, Identity & Access Platforms leads Dalhousie’s identity and access ecosystem, overseeing governance, authentication, and platform delivery to provide secure, scalable, and user-focused solutions.

Key Responsibilities

  • Provide leadership for the Identity & Access Management ( IAM ) portfolio, developing and delivering a roadmap that aligns identity, authentication, access governance, and security capabilities with institutional priorities.
  • Lead and develop a team responsible for IAM architecture, access management, platform support, and continuous service improvement.
  • Oversee IAM initiatives and investments, translating business, security, and compliance requirements into solutions such as Identity Lifecycle Management ( ILM ), Single Sign-On ( SSO ), Multi-Factor Authentication ( MFA ), Privileged Access Management ( PAM ), Access Governance, and M365 license management.
  • Promote enterprise IAM standards, including authentication, authorization, identity integrations, and System for Cross-domain Identity Management ( SCIM ) provisioning frameworks, to improve security, user experience, and consistency.
  • Manage IAM platforms and vendor relationships, ensuring secure, reliable, compliant, and cost-effective service delivery.
  • Partner with IT, Cybersecurity, HR, academic faculties, and administrative units to deliver secure, scalable IAM solutions and advance Role-Based Access Control ( RBAC ).

Note The successful applicant will be eligible for hybrid work (combination of in-person work on campus and remote work from within Nova Scotia) as agreed by all parties based on operational requirements and university guidelines.

Required Qualifications

  • Undergraduate degree with approximately seven to ten years’ relevant experience, ideally in IT or digital environments (or equivalent combination of training and experience).
  • Experience managing enterprise IAM platforms (e.g., Microsoft Entra ID/Azure AD, Okta, or similar).
  • Experience with authentication protocols and standards including Security Assertion Markup Language ( SAML ), Open Authorization (OAuth), OpenID Connect ( OIDC ), and System for Cross-domain Identity Management ( SCIM ) provisioning.
  • Experience leading platform governance, lifecycle management, and stakeholder engagement.
  • Experience leading technical teams, including engineers, developers, and analysts.
  • Strong verbal and written communication skills, with the ability to explain IAM and security concepts to non-technical audiences.

Assets

  • Microsoft Entra ID certification and experience with Conditional Access, Identity Governance, PIM , and Access Packages.
  • Experience with Microsoft Graph API , PowerShell, Python, and identity automation.
  • Experience in higher education IT, including IAM integration with HR and student systems.
  • Experience with Zero Trust, MFA , security incident response, and audit log governance.
  • Relevant certifications in IAM , cybersecurity, IT service management, or enterprise platforms.
