Job summary

City of Coquitlam is seeking a seasoned Procurement Specialist to deliver professional procurement services across municipal departments. You will manage tenders, RFQs, and proposals, advise users, and ensure compliance with policies within a fast-paced, project-based setting.

The role reports to the Manager Procurement in the Finance and Legal Division and offers hybrid work options, competitive hourly pay, and a strong benefits package including Municipal Pension Plan.

Qualifications

  • Grade 12 plus either the SCMP designation from SC Canada or CSCL designation from NISCL.
  • Considerable procurement and contract management experience.
  • Current membership with SC Canada or NISCL.
  • Valid BC Driver's Licence.

About You / What We Are Looking For

We are looking for an experienced Procurement Specialist to join our amazing team of professionals in the Procurement Section of the Finance and Legal Division. This role will deliver professional and customer-focused procurement services to both our internals clients and vendors. Our ideal candidate will provide complex and challenging procurement guidance in the acquisition of a wide variety of supplies and services required by our municipal departments in support of the City’s strategic and business plan priorities.

Reporting to the Manager Procurement, the Procurement Specialist thrives in a fast paced environment, managing multiple procurement priorities for the City and providing sound procurement advice and sourcing options in a cost effective manner. The successful incumbent will be responsible for a variety of procurement functions including but not limited to preparation of competitive bid documents such as tenders, making requests for quotations and proposals for user departments; setting up evaluation processes and evaluation documents; resolving bid irregularities; performing price and cost analyses; negotiating acceptable prices, terms and conditions and monitoring for effectiveness as well as contract management.

This is senior procurement work of a special project nature that requires considerable independent judgement and action within the framework of established policies, standards and budget constraints. Duties include assessing business needs, performing research/analysis of products/services, consultation with end users, data analysis, report writing, administration of the competitive bid process and contract management.

Minimum Qualifications
  • Grade 12 plus either the Supply Chain Management Professional (SCMP) designation from Supply Chain Canada or Certified Supply Chain Leader (NISCL-CSCL) designation from the National Institute of Supply Chain Leaders.
  • Considerable related procurement and contract management experience, or an equivalent combination of training and experience.
  • Current membership with Supply Chain Canada or the National Institute of Supply Chain Leaders.
  • Valid BC Driver's Licence.
Preferred Qualifications
  • Municipal or public-sector procurement experience.
  • Experience using procurement, purchasing or financial management systems and related computer applications.
What You Bring

You are a strategic, analytical and customer-focused procurement professional with strong communication and problem-solving skills. You have sound knowledge of procurement principles, practices, contract law, risk management and applicable legislation, and the ability to exercise independent judgement when advising clients and managing complex procurement files.

You build strong relationships, communicate confidently with a range of stakeholders and bring a practical, solutions-oriented approach to procurement. Municipal or public-sector procurement experience is a plus, but we are also interested in candidates who bring strong procurement experience from other environments and are excited to apply their expertise in a municipal setting.

What We Offer:

This CUPE position has an hourly rate range of $47.35 - $55.92 (2026 rates). The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.
