Job summary

Altis Technology in Kingston, Ontario is seeking an experienced procurement professional to lead high-impact sourcing initiatives within a complex public-sector university environment. You will report to the Director of Strategic Procurement Services and partner with senior leaders, researchers, faculty and staff to deliver value while ensuring compliant, fair and transparent processes.

Qualifications

  • 5+ years of public sector procurement leadership experience.
  • University degree in a relevant field; professional designation preferred (SCMP, NISCL-CSCL or CPPO).
  • Knowledge of Broader Public Sector procurement requirements and related directives.
  • Strong knowledge of contract law and taxation regulations in public procurement.
  • Advanced negotiation, project management, analytical, critical thinking and conflict resolution skills.
  • Strong data analysis and reporting capabilities; familiarity with procurement systems and tools.
  • Superior stakeholder management and communication skills with commitment to ethical, equitable procurement practices.

Responsibilities

  • Lead complex sourcing projects, guiding cross-functional committees through requirements, evaluation, supplier selection and implementation.
  • Develop strategic sourcing and supplier/product rationalization to maximize value from enterprise agreements.
  • Prepare and review RFIs, RFQs, RFSQs and RFPs; negotiate pricing and terms.
  • Prepare contracts, resolve procurement issues and ensure policy compliance.
  • Conduct supplier, market and category analyses; present recommendations to leadership.
  • Manage supplier performance, set SLAs and identify continuous improvement opportunities.
  • Provide leadership, coaching and strategic procurement guidance across the organization.

About the Opportunity

This is an opportunity for an experienced procurement professional to make a meaningful impact within a complex, public-sector university environment. Reporting to the Director of Strategic Procurement Services, youll lead high-impact sourcing initiatives that support a diverse community of senior leaders, researchers, faculty and staff.

Youll combine strategic thinking with hands‑on procurement expertise, helping stakeholders navigate complex requirements while promoting fair, transparent and inclusive procurement practices. Your work will strengthen supplier relationships, improve processes and ensure procurement activities deliver strong value while meeting organizational and funding agency requirements.

Your Responsibilities
  • Youll lead complex sourcing projects, guiding cross‑functional committees through requirements, evaluation, supplier selection and implementation.
  • Youll develop strategic sourcing, supplier and product rationalization approaches that maximize value from enterprise agreements and partnerships.
  • Youll develop procurement documentation, including RFIs, RFQs, RFSQs and RFPs, and negotiate supplier pricing, terms and conditions.
  • Youll prepare and review contracts, resolve complex procurement and contractual issues, and ensure compliance with applicable policies, directives and granting agency guidelines.
  • Youll conduct supplier, market and category analyses, presenting recommendations and risk mitigation strategies to leadership.
  • Youll manage supplier performance, establish service‑level metrics and identify continuous improvement opportunities.
  • Youll provide leadership, coaching and strategic procurement guidance to team members and stakeholders across the organization.
Skills and Qualifications
  • 5+ years of demonstrated public sector experience leading complex procurements, supported by relevant progressive procurement experience.
  • University degree in a relevant field and a professional designation such as SCMP, NISCL‑CSCL or CPPO, or an equivalent combination of education and experience.
  • Demonstrated knowledge of Broader Public Sector procurement requirements, including applicable federal, provincial, international and local directives.
  • Strong knowledge of contract law, duty and taxation regulations related to public procurement.
  • Advanced negotiation, project management, analytical, critical thinking, problem‑solving and conflict resolution skills.
  • Strong data analysis and reporting capabilities, with working knowledge of procurement systems and related software considered an asset.
  • Superior stakeholder management, leadership and communication skills, with a commitment to ethical, equitable and inclusive procurement practices.
