Job Summary:
BCNET is seeking a Procurement Officer for a two-year contract position. In this role, you will collaborate with 25 post-secondary institutions to deliver direct member support, respond to emerging procurement opportunities, and champion sustainable purchasing practices across the sector.
Under the overall direction of the Chief Procurement Officer, the Procurement Officer will work with a dedicated team focused on delivering value to its members, expand their network connecting with sector public procurement leaders, and play a unique role in shaping the sector’s collaborative procurement journey. The procurement officer will be responsible for major procurement activities ensuring cost-effectiveness and quality, in accordance with BCNET’s standards and all relevant laws.
Key Responsibilities and Duties:
Summary of Primary Duties and Responsibilities
- Development, analysis, and evaluation of tender documentation.
- Generation of contracts.
- Manage procurement planning with BCNET and its members.
- Support vendor relationships.
- Provide expertise and guidance to staff engaged in supply management activities.
Procurement
- Ensure procurement compliance with regulations, laws, and BCNET policies.
- Promote sustainable supply chain concepts where appropriate.
- Review and monitor contracts for compliance.
- Use standard tendering templates (RFPs, RFQs, RFI) for sourcing activities.
- Evaluate tender and award documentation based on established criteria.
- Responsible for awarding contracts with management consensus.
- Analyze procurement activities and recommend improvements for efficiency and cost savings.
- Contribute to planning collaborative procurement activities.
- Adhere to the Supply Management's code of ethics.
Provides procurement guidance and assistance
- Guide BCNET staff and committees on procurement policies and procedures.
- Coordinate and resolve supplier issues.
- Demonstrate procurement as an effective resource for shared solutions.
- Implement best practices, templates, and file management.
- Prepare and issue bids, including writing tenders and handling vendor responses.
- Monitor policy compliance.
Records and Document Management
- Maintain accurate records of meetings, solicitations, responses, purchases, and contracts.
- Assist in procurement reports.
- Ensure tender activities are completed on time.
- Track cost savings as KPIs.
Vendor Management
- Develop contacts with suppliers to establish new sources.
- Conduct meetings to improve service levels.
- Report on supplier performance.
- Travel as necessary to member institutions and communities.
Qualifications and Skills:
- University degree or equivalent experience.
- SCMP or related certification is an asset.
- Minimum five years of experience or equivalent.
- Experience in public sector or post-secondary purchasing is an asset.
- Excellent communication, negotiation, and problem-solving skills.
- Strong project management abilities.
- Effective at managing multiple tasks and understanding policies.
- Analytical and detail-oriented.
