Horizon Recruitment is seeking an experienced Procurement Manager to lead procurement activities for a major facility in Montreal. The role emphasizes turning procurement strategy into measurable business results through supplier partnerships and cost performance improvements.

You will identify new sourcing opportunities, negotiate value-driven agreements, and build procurement capabilities to support long-term objectives.

Qualifications

  • Bachelor's degree or higher in Business, Supply Chain Management, Engineering, or related field.
  • Minimum 8 years in procurement with sourcing, category management, or procurement operations.
  • Experience with strategic sourcing and supply chain management.
  • Fluency in French and English for vendor negotiations.

Responsibilities

  • Execute procurement strategies in partnership with North American Category Managers.
  • Manage sourcing and procurement of goods and services supporting plant operations.
  • Lead supplier sourcing, negotiations, onboarding, and contract implementation.
  • Ensure supplier agreements comply with company standards and policies.
  • Build relationships with plant leadership and cross-functional stakeholders.
  • Monitor supplier performance and drive continuous improvement initiatives.
  • Identify opportunities to reduce costs and optimize spend.
  • Use benchmarking, cost modelling, eSourcing, supplier discovery, and market analysis.
  • Track procurement KPIs, report savings, and present results to leadership.
  • Support risk reduction and procurement process improvements.
  • Champion procurement best practices and health, safety, and environmental standards.

Job description

Horizon Recruitment is supporting the search for an experienced Procurement Manager to lead procurement activities for a major facility in Montreal. This role is responsible for turning procurement strategy into measurable business results by strengthening supplier partnerships, improving cost performance, supporting operations, and helping prepare the business for future growth.

Working closely with category leaders and operational stakeholders, you will play a key role in identifying new sourcing opportunities, negotiating value-driven agreements, and building procurement capabilities that support long-term business objectives.

Responsibilities
  • Execute procurement strategies in partnership with North American Category Managers.
  • Manage the sourcing and procurement of goods and services that support plant operations.
  • Lead supplier sourcing, negotiations, onboarding, and contract implementation.
  • Ensure supplier agreements comply with company standards and procurement policies.
  • Build strong relationships with plant leadership and cross-functional stakeholders to understand operational priorities.
  • Monitor supplier performance and drive continuous improvement initiatives.
  • Identify opportunities to reduce costs, improve supplier performance, and optimize overall spend.
  • Use benchmarking, cost modelling, eSourcing tools, supplier discovery, and market analysis to improve procurement outcomes.
  • Track procurement KPIs, report savings, and present results to operational and executive leadership.
  • Support risk reduction and continuous improvement across procurement processes.
  • Champion procurement best practices throughout the organization.
  • Promote and maintain a strong commitment to health, safety, and environmental standards.
Requirements
  • University degree in Business, Supply Chain Management, Engineering, or a related discipline.
  • Minimum 8 years of procurement experience, including sourcing, category management, or procurement operations.
  • Experience with strategic sourcing and supply chain management.
  • Successful candidate must be Fully Bi-lingual with ability to negotiate with vendors in both French and English
  • Strong negotiation and supplier relationship management skills.
  • Proven ability to work effectively with cross-functional technical and operational teams.
  • Strong analytical and problem-solving abilities with experience interpreting data and identifying opportunities.
  • Excellent communication, organizational, and time management skills.
  • Experience using SAP, Microsoft Office, and Google Workspace.
  • Comfortable managing multiple priorities in a deadline-driven environment.
  • Experience in mining, manufacturing, or heavy industrial sector is considered an asset.
