Conditions of Employment:
- Must be legally entitled to work in Canada
- Must possess and maintain a valid full-stage Manitoba Class 5 driver's licence without restrictions, and have the ability to use a personal vehicle for government business.
- Must provide and maintain a satisfactory Criminal Record Check including Vulnerable Sector Search.

- Must be able to travel frequently within the city and occasionally throughout the province, which may include air travel.

Qualifications:
Essential:
- Completion of a recognized engineering/technologist degree or diploma program. An equivalent combination of education and experience may be considered.
- Demonstrated experience with current building codes, standards, construction methods and materials, asset management principles, and risk management practices.
- Experience in financial management, including reviewing budgets and developing/reviewing cost estimates.
- Strong analytical, problem-solving, and critical thinking skills.
- Excellent verbal communication skills with the ability to present to different levels of audiences.
- Excellent written communication skills, with the ability to convey information clearly and persuasively.
- Ability to work independently, organize and prioritize workload to meet competing
- deadlines.
- Strong interpersonal skills with the ability to develop and maintain effective working relationships with diverse work groups and stakeholders.
Desired:
- Experience in program/project management including scope definition, project accounting, scheduling, and resource management.
Duties:
Position Summary
Reporting to the Director of Assets and Capital Planning, the Preventative Maintenance Technologist plays a key role in developing and implementing strategies, objectives, and goals for the Property Services and Portfolio Management branches within Manitoba Housing, Housing, Addictions, and Homelessness department. This position is responsible for overseeing the direction, execution, and management of the department’s Asset Management Program. It also leads the development of asset management practices, policies, and procedures.
As part of a functional support team, the Preventative Maintenance Technologist collaborates with internal stakeholders, including Capital Project Planning and Delivery (CPPD), Social Housing Management, Housing Delivery, and Northern Housing Operations. In partnership with MHRC’s operational staff, this role administers and maintains a corporate Preventative Maintenance Program to ensure the effective management and longevity of assets.
Key Responsibilities
- Leads the development of asset management policies, procedures, and standards that aligns with the departments goals and objectives.
- Demonstrates initiative in improving the efficiency and sustainability of MHRC owned assets, consistent with corporate strategies and program objectives.
- Responsible for ensuring the Preventative Maintenance Program reliably tracks and monitors equipment and facility maintenance. Assets are to be kept in satisfactory operating condition by providing systematic inspection, detection, and correction of potential failures either before they occur or before they develop into major defects.
- Recommends routine maintenance activities, including tests, measurements, adjustments, and component replacements performed specifically to prevent faults from occurring.
- Reviews construction designs, estimates, reports, specifications, scope of work, and other relevant engineering documents.
- Oversees the current inventory of assets, including assessment of the relative health and condition of all assets, and incorporates this into the department’s asset management strategy while ensuring that all asset management and maintenance activities comply with relevant regulations, safety standards, and environmental guidelines.
- Identifies performance management opportunities through all stages of the asset lifecycle by utilizing data from maintenance systems to analyze trends, identify areas of improvement, and report on asset performance and maintenance outcomes.
- Collaborate with financial team to forecast and manage budgets related to asset maintenance and replacement, and capital planning.
- Leads working group discussions with maintenance, construction Engineers/Managers, and technical staff internally/externally on strategic planning in asset management.
- Fosters positive relationships through collaboration, consultation and communication with front line staff including district managers, operations managers, property managers, and building superintendents.
- Must remain in good standing with any professional associations with which they are registered.
