Job summary

The Municipality of Highlands East is seeking a Full-Time Planning Technician in the Administration/Planning Department. You will be the first point of contact for planning inquiries, assist with site visits, notices, certificates, and GIS mapping to support planning decisions.

Under CAO guidance, you will work closely with the Junior Planner and contribute to the efficient operation of the planning office and Committee of Adjustment affairs.

Qualifications

  • Post-secondary education in land use planning, GIS, or related field.
  • Minimum two years of experience in land use planning in an office environment.
  • Knowledge of provincial and municipal land use planning policies, especially rural planning.
  • Strong organizational skills with ability to meet deadlines.
  • Excellent written and verbal communication with strong customer service.
  • Proficiency with Word, Excel, Outlook, PowerPoint and GIS; familiarity with web-based mapping.

Responsibilities

  • Respond to public inquiries on planning files and processes.
  • First point of contact for the Planning Department.
  • Assist with site visits for planning applications.
  • Prepare public notices, zoning certificates and compliance letters.
  • Utilize GIS and planning mapping services for tasks.

The Municipality of Highlands East is currently seeking candidates for the vacant position of Full-Time, Planning Technician in the Administration/Planning Department.Under the direction of the Chief Administrative Officer (CAO), and the guidance of the JuniorPlanner, the Planning Technician provides general information on planning applications,planning processes, zoning inquiries and circulations. The Planning Technician is responsible, as the first point of contact for the Planning Department, to respond to inquiriesfrom the public related to planning files and will assist with undertaking site visits associatedwith planning applications. The Planning Technician assists with the preparation of publicnotices, zoning certificates and compliance letters while utilizing planning related mappingservices (GIS). The incumbent will complete all duties related to the function and operation ofthe Secretary-Treasurer to the Committee of Adjustment.

Job Details

This position is for 35 hours per week, Monday to Friday with occasional overtime and has a $32.33 per hour rate of pay as per CUPE Local 4416 Collective Agreement.

Preference will be given to candidates who have:

  • Post-Secondary education with a discipline in land use planning, geographicinformation systems, or a related field of study.
  • Minimum of two (2) years of related experience in land use planning in an officeenvironment.
  • Working knowledge of provincial and municipal land use planning policy andregulations, with an emphasis on rural planning.
  • Strong organizational skills with the ability to manage deadlines and prioritizeimportant, time-sensitive work and projects.
  • Exceptional written and verbal communication and interpersonal skills with anemphasis on customer service to explain and guide the general public throughcomplex planning policies and processes.
  • Proficiency in computer applications (including but not limited to Word, Excel, Outlook,Power Point) and GIS programs with a familiarity of web-based programs anddatabase management.
  • Strong numeracy and analytical skills, including but not limited to the ability to readand review building plans, site plans and plans of survey.
  • A well-defined sense of diplomacy, including negotiation and mediation skills.
  • A team-focused attitude with the ability to work independently.
  • Completion of OACA’s Primer on Planning, is an asset.
  • Membership in the Canadian Association of Certified Planning Technicians, is anasset.
  • Valid Class “G” Drivers License
