Qualifications

  • Post secondary diploma in Planning, Geography, Public Administration, Environmental Studies or related discipline.
  • Minimum two (2) years of experience in planning or a related field, preferably within a municipal environment.
  • Working knowledge of legislation and provincial policies relative to the municipal process.
  • Willingness and ability to obtain the training to perform the duties of the Committee of Adjustment Secretary-Treasurer.

Responsibilities

  • Track planning application timelines and maintain department statistics, reports, and records.
  • Respond to general inquiries relating to planning matters.

Purpose of Position

Due to a vacancy, the Municipality of Grey Highlands is pleased to invite applications for the position of Planning Coordinator. The Planning Coordinator provides technical and administrative support to the Planning Department.

Major Responsibilities

Reporting to the CAO or their designate, the Planning Coordinator provides support to the Planning Department, which includes but is not limited to:

  • Track planning application timelines and maintain department statistics, reports, and records.
  • Respond to general inquiries relating to planning matters.
  • Perform all duties related to the role of Secretary-Treasurer for the Municipality’s Committee of Adjustment.
  • Schedule meetings and prepare agendas and minutes for Public Planning Hearings and Committee of Adjustment.
  • Prepare and circulate notices for Planning Act applications.
  • Receive and review planning applications for general completeness.
  • Provide professional and courteous customer service to the public, applicants, consultants, and agencies regarding planning processes and applications.
  • Receive payments and issue receipts.
  • Assist Planning staff in the processing and tracking of planning applications through the approval process.
  • Assist planning staff in the preparation of hearing material for appeals.
  • Develop and maintain a good working knowledge of Municipal and County policies, procedures and by-laws, the Municipal Act, Planning Act, Provincial Planning Statement, Municipal Freedom of Information and Privacy Protection Act (MFIPPA) and other relevant legislation as it pertains to the department.
  • Liaise with internal staff to facilitate streamlined responses to the public and ensure a holistic approach to Municipal services.
  • Attend, public meetings, open houses, and Council meetings as needed.
  • Assist with the municipal records retention program for the department.
  • Act as a Commissioner of Oaths.
  • Maintain electronic and paper planning files in accordance with municipal records management and retention policies.
  • Maintain confidentiality of sensitive information and comply with applicable privacy legislation and municipal policies.
  • Perform other duties as assigned.

Develops and maintains good working relationships with Council, staff and the public which includes:

  • Complying with all office procedures.
  • Attending meetings as required
  • Participating in resolution of delivery service issues.
  • Communicating ideas, suggestions, and procedural changes which may assist the organization.
  • Assisting where and when needed during staff shortages and/or emergency situations.
  • Responding to public enquiries in a timely manner.

Responsible, as an employee, for health & safety under the Occupational Health & Safety Act (OHSA). This includes, but is not limited to:

  • Working safely within the law and safe work practices/procedures (understanding and following standard operating procedures, wearing personal protective equipment, using MSDS information, ensuring all guards are in place, when applicable).
  • Immediately report unsafe acts, conditions, or contraventions of the OHSA to a supervisor, the JHSC, or a Health & Safety representative.
  • Maintaining a clean, orderly work area and avoiding unsafe or disruptive behavior.
Knowledge and Skills
Education and Experience
  • Post secondary diploma in Planning, Geography, Public Administration, Environmental Studies or related discipline.
  • Minimum two (2) years of experience in planning or a related field, preferably within a municipal environment.
  • Working knowledge of legislation and provincial policies relative to the municipal process.
  • Possesses experience with, or willingness and ability to obtain, the training and knowledge required to perform the duties of the Committee of Adjustment Secretary-Treasurer in accordance with applicable legislation and municipal requirements.
Work Requires
  • Working knowledge of municipal government functions and procedures.
  • Excellent written and oral communications skills.
  • Working knowledge of office terminology, procedures, and equipment.
  • Proficiency in Microsoft Office Suite and municipal software systems, including document management, agenda management, GIS, and planning application software.
  • Ability to work independently, establish priorities, and meet deadlines.
  • Demonstrated ability to exercise discretion, good judgement, diplomacy and/
  • Courtesy, discretion, and compassion when dealing with the public.
  • Ability to manage multiple priorities and respond effectively to changing demands.
  • Good organizational and time-management skills.
Working Conditions

Work occurs in an office environment with a high degree of public and inter-departmental contact. This position requires long periods of sitting, as well as consistent visual concentration upon computer screens. Occasional lifting of boxes is required. Hours of work are scheduled within the core operating hours of 8:30 A.M.- 4:30 P.M., Monday through Friday. Occasional overtime may be required to deal with peak periods.

Communication with internal and external individuals is regular in this position. Internally, this includes municipal employees, managers and members of Council. Externally, this includes: the general public, consultants, suppliers, and government representatives.
