Job summary

City of Windsor is seeking a Planner II – Research & Design Support to join the Planning – Urban Design department. The role involves assisting with site plan control applications, providing design input, and preparing reports for Council and Committees on Official Plan implementations.

Responsibilities include conducting research for design concepts, developing urban design guidelines, and presenting findings. Travel may be required; MS Office, CAD and GIS skills are essential.

Qualifications

  • University Degree in Planning or related field and minimum four years of experience.
  • Knowledge of the Ontario Planning Act, related legislation and provincial policies, and the development review process.
  • Ability to travel to off-site locations; valid driver's license and drivers abstract as required.
  • Excellent organizational, negotiation and interpersonal skills.
  • Proficiency with Microsoft Office and CAD; GIS and Adobe InDesign are assets.

Duties and Responsibilities:
  • Provide direct assistance to the Site Plan Control Officer in the review and processing of site plan control applications.
  • Assisting developers with meeting all Site Plan approval conditions.
  • Provide design input/comments to the Site Plan Control Officer that relate to the functional and aesthetic design of proposed developments.
  • Conduct liaison with other departments, agencies and government personnel.
  • Provide information on issues that affect the optimal functioning and physical appearance of the Community.
  • Prepare reports to Council and Committees related to the implementation of the City's Official Plan as it applies to planning application approvals.
  • Conduct research and special studies that assists in the preparation of design concepts for and/or design review of private sector development proposals and selected municipal capital projects.
  • Research and provide technical assistance in developing, presenting, and implementing urban design guidelines and Community improvement plans.
  • Respond to public inquiries and requests for planning information.
  • Provide expert evidence on planning matters before the Ontario Municipal Board and other tribunals.
  • Represent the Planning Department on internal and external committees, as required.
  • Will perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program.
  • Will perform other related duties as required.
Qualifications:
  • Must have a University Degree in Planning or related field or Ontario Ministry of Education equivalency, and a minimum of four (4) years experience in planning or related field;
  • Must have knowledge of the Ontario Planning Act, related legislation and provincial policies, and the development review process;
  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment;
  • Must have excellent organizational, negotiation and interpersonal skills;
  • Must have the ability to solve problems and meet deadlines under pressure;
  • Must have excellent verbal, written, and visual communication skills; ability to make oral presentations; ability to develop and use graphic aids;
  • Must be proficient with the Microsoft Suite of products and in CAD software.
  • Experience in GIS systems and Adobe InDesign and other graphic software packages is considered an asset;
  • Candidate is to be a full Member of the Canadian Institute of Planners (MCIP) or must be able to attain full membership within three (3) years of accepting the position;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with work.
