POSITION SUMMARY:
The People Services Business Partner (PSBP) provides operational guidance, support, and coordination on a wide range of people-related matters. The PSBP works closely with leaders and team members across the organization to ensure consistent application of people practices, including support for attendance and performance management, recruitment, onboarding, policy interpretation, and labour relations processes.
This is a developmental role within the People Services team, offering the opportunity to build foundational expertise in all core areas of human resources. The PSBP escalates complex, sensitive, or high-risk issues to the Senior People Services Business Partner, Labour Relations Specialist or Director, People Services, as appropriate.
PRIMARY RESPONSIBILITIES:
- Leads recruitment and retention, position administration, employee and leadership development, attendance/disability management and salary administration within assigned client group.
- Assesses staffing requirements in accordance with the appropriate collective agreements.
- Participates in the new hire orientation program and assists with the growth and development of this program. Collaborates to identify and direct the development of employee skills to support current and anticipated business needs.
- Provides on-going support and mentorship to the People Services Team in areas of current labour relations, best practices and legislation.
- Organizes and conducts manager/employee information meetings on employment policy and performance and attendance management and labour relations, as required.
- Champions change initiatives and supports communication across the organization – top-down, bottom-up and laterally
- Participates in the annual service award recognition event and other People Service events and initiatives
- Actively guides, coaches and counsel’s management and employees on employment, employee relations, collective agreements, policies, procedures and legislation.
- Facilitates and mediates between managers and employees concerning People Services related issues and employee relations.
- Conducts thorough, impartial workplace investigations into employee complaints, harassment, and policy violations, ensuring procedural fairness and timely resolutions in line with legislation, policy and procedure and collective agreements.
- Supports labour relations activities including; administration; interpretation and negotiation of collective agreements.
- Assisting with the resolution of grievances in a manner that provides fairness and due process. Where required, assists in the preparation of reports for mediation and rights arbitration.
- Participates in the collective bargaining processes by providing support to the Labour Relations Specialist.
- Interprets, executes and develops policies and procedures to ensure consistent and equitable application.
- Supports managers in the interpretation and application of Hospital policies and procedures related to Employee and People Services related issues.
- Ensures that approved People Services policies and procedures are uploaded and maintained on policy management system
- Researches and monitors competitive trends in compensation by participating in salary surveys and providing analysis/comparison.
- Initiates and coordinates the ongoing creation and updating of job descriptions.
- Develops and provides a range of management reports/metrics (i.e., balanced scorecard: turnover, exit interviews, performance management, etc.)
- Prepares reports utilizing our Human Resources Information System (HRIS)
- Participates in standing and ad-hoc committees, task groups, accreditations teams and continuous quality improvement teams, providing people services perspective to issues within these groups, as assigned by the Director.
- Completes project work as assigned in alignment with strategic goals and objectives assigned by the Director.
Performs other duties as assigned by the Director, People Services.
QUALIFICATIONS:
Education:
- Post-Secondary Degree or Diploma with a specialization in Business Management, Business Administration or Human Resources management required;
- Certified Human Resources Professional (CHRP) or working towards successful completion required.
Experience:
- Five (5) years’ experience as a Generalist participating in all areas of Human Resources functions and practices; recruitment and retention, attendance management, employee/labour relations, position administration, compensation analysis, job evaluation, staff relations, and employee counseling required.
- Experience in a unionized environment in a healthcare, public sector, or not-for-profit setting is preferred
- Knowledge of the employment legislation and Human Resources best practices is required.
- Knowledge of Collective Agreements and any local agreements that may exist and in accordance with any relevant legislation (Employment Standards Act, Workplace Safety and Insurance Board, Human Rights Code, Freedom of Information and Protection of Privacy Act) with the ability to apply their intent to specific cases is an asset.
- Knowledge of the principles of job evaluation and selection criteria to ensure effective recommendation of appropriate compensation levels for salary positions is preferred.
- Knowledge of adult learning principles preferred.
