Reporting to the Payroll Manager, this role will play a critical role in ensuring accurate and timely payroll processing in alignment with applicable legislation, collective agreements, and internal policies. The Payroll Specialist will also play a vital role in system transitions, including the implementation of a new HRIS (Workday).

Michael Garron Hospital is seeking a Payroll Specialist step into a key role within a payroll team that is embarking on a transformative change through the implementation of a new HRIS system (Workday). The ideal candidate brings strong Canadian payroll experience in a unionized environment and a keen eye for detail and as they will manage the full payroll cycle and deliver advanced technical, analytical, and compliance support. Reporting to the Payroll Manager, this role will play a critical role in ensuring accurate and timely payroll processing in alignment with applicable legislation, collective agreements, and internal policies. The Payroll Specialist will also play a vital role in system transitions, including the implementation of a new HRIS (Workday).
Primary Responsibilities
Payroll Operations & Compliance
- Coordinate complex, full cycle Canadian payroll for a large, unionized environment.
- Maintain payroll schedules to ensure compliance with legal, contractual and organizational deadlines
- Accurately process statutory deductions, pension contributions (HOOPP), and other earnings / deductions.
- Audit reconciliations and adjustments such as retroactive payments, vacation payouts, sick leave, and statutory holidays.
- Interpret and apply collective agreements and employment standards.
- Prepare and submit government remittances and ROE’s.
- Participate in Year End processing including : reconciling and balancing annual taxable earnings and deductions, pension adjustments and creating CRA exports, coordination of T4 and T4A production.
- Implementing payroll-related changes for new collective agreements, including retroactive payments
- Responsible for auditing, communicating and correcting GL issues and errors with Finance in order to successfully complete payroll processing on a bi-weekly basis
- Supporting and liaising with Finance to balance Bi-weekly and Year-end adjustments
System and Process Optimization
- Serve as a subject matter expert for payroll systems including ANSOS Time and Attendance, Smart Stream, SAP, and Workday.
- Participate in the development, testing, and implementation of HRIS and payroll system enhancements.
- Ensure data integrity across payroll, HR, and timekeeping systems.
- Collaborate with IT to troubleshoot and resolve system issues.
- Identifying gaps, collaborating and recommending process improvements to protect the clients and the organization
Project & Process Improvement
- Create and validate payroll reports for internal stakeholders and compliance purposes.
- Conduct payroll audits, reconciliations, and variance analyses.
- Support internal and external audits through preparation of documentation and timely responses.
- Involvement on process improvement projects, assisting to test changes in programming to ensure the process control has been applied
Reporting & Analytics
- Generate, analyze, and validate payroll-related to support internal stakeholders and compliance requirements.
- Provide detailed audits, reconciliations, and variance analysis on payroll transactions.
- Support internal and external audits by preparing documentation and responding to information requests.
Stakeholder Engagement & Communication
- Providing excellent customer service to inquiries, resolving day-to-day payroll issues, and providing timely advice for employees, managers, doctors, Human Resources, Finance, and Corporate Health & Safety Service
- Collaborate cross-functionally with HR, Finance, IT, and department managers to ensure seamless payroll integration with timekeeping, benefits, and HR systems.
- Ensure payroll practices remain aligned with current legislation, collective agreements, and internal policies.
- Respond to complex payroll inquiries from internal stakeholders and provide accurate, timely resolutions.
- Partner with Finance to support payroll reporting, reconciliations, and budget-related matters.
- Work with IT on payroll system maintenance, troubleshooting, testing, and upgrades.
- Liaise with external partners, including financial institutions, government agencies, and benefits and pension providers, to ensure accurate payroll processing, compliance, and reporting.
EDUCATION
- Certification from the National Payroll Institute (NPI) – required and in good standing.
- Diploma or degree in Business Administration, Accounting, or Finance – preferred.
Qualifications
- Minimum 5 years of progressive, full cycle Canadian payroll experience in a unionized environment (healthcare preferred).
- Proven experience with HRIS and payroll systems, preferably Workday.
- Strong track record in payroll implementations, system integrations, and process optimization.
- In-depth knowledge of employment legislation, payroll regulations, and pension plans such as HOOPP.
- Sound judgment in interpreting legislation, policies, and collective agreements.
- Ability to identify issues and escalate complex matters to the Payroll Manager when necessary.
- Advanced proficiency in Microsoft Excel and payroll reporting tools.
- Strong analytical, problem-solving, and organizational skills with exceptional attention to detail.
- Ability to manage multiple priorities and meet strict deadlines in a fast-paced environment.
- Excellent communication skills, both written and verbal, with a focus on professionalism and collaboration.
- High degree of accuracy, confidentiality, and organizational ability
- Good work and attendance record required.
