Job Summary

Join our Payroll Services team with Fraser Health in the role of Payroll Services Representative. You will be responsible for processing payroll, performing account analysis and data reconciliation, taking corrective action where required. You will also monitor and maintain the daily operation of accounts such as the WorkSafe BC, Health Benefit Trust, Employer Health Tax (EHT), Pension Corporation, Pacific Blue Cross, and union billings.

This is a Regular Full-Time opportunity located in New Westminster, BC. This position requires in-office work and follows a 37.5-hour workweek.

Job Duties
  • Performs account analysis by monitoring and maintaining the daily operation of designated accounts such as WorkSafe BC, Health Benefit Trust, EHT, Pension Corporation, Pacific Blue Cross, union billings, as assigned.
  • Reconciles designated accounts by analyzing, reviewing, extracting and interpreting information.
  • Identifies problems and discrepancies such as imbalance of monthly statements, examines documents to determine the reasons for problems and discrepancies, following up with other parties where necessary
  • Resolves discrepancies by taking corrective action; prepares entries or required forms to balance as required.
  • Reviews incoming documents such as payments from benefit carriers for accuracy, comparability and completeness in accordance with department standards.
  • Responsible for supporting or executing the bi-weekly pay run and post process (file extraction and import, reviewing, auditing and correcting select information as needed), including sending the electronic information to the bank for the direct deposit of pay.
  • Prepares retroactive, adjustment payments and/or replacement payments by extracting, reviewing and verifying information from the payroll system to accurately calculate the amounts owing, generating manual cheques and payments where necessary with the authorization of managers or designates
  • Takes action to resolve bank rejections of direct deposit payments for reasons such as incorrect or closed accounts.
  • Adheres to Payroll deadlines, Federal and Provincial Legislation and Collective Agreements.
  • Performs other related duties as assigned.
Qualifications
  • Completion of Grade 12
  • Successful completion of a recognized payroll course through the National Payroll Institute or Canadian Payroll Association
  • Three (3) years' recent related Payroll experience
  • An equivalent combination of education, training and experience may be acceptable.

Detailed Overview

The Payroll Services Representative performs account analysis and account reconciliation, taking corrective action where required; coordinates, monitors and maintains the daily operation of accounts such as the WorkSafe BC, Health Benefit Trust, Employer Health Tax (EHT), Pension Corporation, Pacific Blue Cross, and union billings; processes the scheduled pay runs, manual cheques and retroactive payments when required; develops ad hoc reports, as required.

Responsibilities
  • Performs account analysis by coordinating, monitoring and maintaining the daily operation of designated accounts such as WorkSafe BC, Health Benefit Trust, EHT, Pension Corporation, Pacific Blue Cross, union billings and any designated accounts, as assigned.
  • Reconciles designated accounts by analyzing, reviewing, extracting and interpreting information; identifies problems and discrepancies such as imbalance of monthly statements, examines documents to determine the reasons for problems and discrepancies; resolves discrepancies by taking corrective action; prepares journal entries and required forms to balance to the general ledger as required.
  • Reviews incoming documents such as payments from benefit carriers for accuracy, comparability and completeness in accordance with department standards; identifies, investigates and reconciles discrepancies by following up with other departments where necessary.
  • Extracts files from the staff scheduling systems by uploading and posting these files into the payroll system; reviews error reports and takes corrective action, as required; responsible for the bi-weekly pay run and post process and sending the electronic information to the bank for the direct deposit of pay.
  • Prepares retroactive or adjustment payments by extracting information from the payroll system and uploading this information into spreadsheets to calculate the amounts owing.
  • Prepares and distributes manual cheques as required by performing duties such as receiving authorization from managers or designates, verifying the accuracy of the requested payments from the payroll system, printing and distributing manual cheques.
  • Takes action to resolve bank rejections of direct deposit payments for reasons such as incorrect or closed accounts; performs duties such as replacing the payment in the payroll system by preparing a manual cheque.
  • Prepares ad hoc reports by downloading information from the payroll system, extracting the information by using an emulation program and uploading this information into Microsoft Access or Excel.
  • Extracts information from the payroll system to determine the recoverable amounts to be billed to the unions for hours worked on their behalf; upon receipt of payments, performs account analysis to ensure that the amounts paid balance to the amounts billed; identifies discrepancies and takes corrective action, as required.
  • Conducts training programs for the time and attendance module for new timekeepers; conducts on-going update sessions to ensure accurate timekeeping and prevent overpayments.
  • Performs other related duties as assigned.
Qualifications
Education, Training & Experience

Grade 12, successful completion of a recognized payroll course and three (3) years' recent related experience or an equivalent combination of education, training and experience.
